IAAO 2023 election results announced
   The 2022 IAAO elections results were certified on Thursday morning. There were 1,907 ballots cast, which means that 25.42% of IAAO membership voted out of 7,502 eligible members. Congratulations to the following candidates on their election to the 2023 Board of Directors.
  • President-Elect - Rebecca Malmquist, CAE, City of Minneapolis
  • Vice President - Donna VanderVries, CAE, AAS, PPS, Muskegon County Equalization, Muskegon, Michigan

   Instead of going down, Cook County Assessor Fritz Kaegi says most Chicago homeowners will see their property taxes go up when they get their next bill. But he says it's not his fault.
   Kaegi says if left to his office, the homeowners would not see a hike at all. He is blaming the Cook County Board of Review for giving big tax breaks to the owners of big commercial buildings. Read more

IAAO, IPTI announce June dates for Mass Appraisal Valuation Symposium
  The International Property Tax Institute (IPTI) and IAAO announced that they will be presenting a joint virtual Mass Appraisal Valuation Symposium (MAVS 2023) on June 21-22, 2023.
   More details will be available shortly, along with an invitation to present at the MAVS. IPTI and IAAO offered a virtual symposium in June of 2022, and about 270 people participated.
 
IAAO members to serve on The Appraisal Foundation boards
  Tracy Johnston, CAE, AAS, was reappointed to The Appraisal Foundation Board of Trustees and will serve as vice chair in 2023. In 2022, Johnston served as secretary to the Board of Trustees. IAAO member Donna VanderVries, CAE, AAS, PPS, was reappointed to the Appraiser Qualifications Board, and IAAO member John Ryan is continuing to serve his term on the AQB.
 
TAF updates USPAP Student Manual
  The Appraisal Foundation has released an updated version of Part 2 from the 2022-2023 7-Hour USPAP Update Course Student Manual. This update pertains to the real property and mass appraisal versions of the course. It replaces pages 9 to 24 of the course manuals.
   USPAP has always prohibited performing assignments with bias and has always required appraisers to follow applicable anti-discrimination laws. However, TAF was asked by the Appraisal Subcommittee to provide additional material to enhance the understanding of this critical issue and to ensure the training contains important elements needed to educate the appraiser about anti-discrimination and fair housing laws.
  The Appraisal Foundation engaged the preeminent fair housing law firm Relman Colfax to assist with this effort.

GIS/Val Tech Conference April 3-6 in Las Vegas; session proposals accepted through Dec. 9

   The GIS/Valuation Technologies Conference, sponsored by URISA and IAAO, will take place April 3-6, 2023, in Las Vegas. Proposals for workshops, presentations, and keynote are being accepted through Friday, Dec. 9, 2022.
   Additional program details and conference registration information will be announced in December. Conference workshops are scheduled on Monday, April 3, and programs start on Tuesday. The Exhibit Hall will be open Tuesday and Wednesday, and the meeting closes at noon on Thursday, April 6. Membership renewals underway; pay online or return invoice

   IAAO membership renewals for 2023 are underway and members can now pay online or use the invoice recently emailed to members whose dues are not billed to their firm. Membership dues increased by $15 for regular and associate members for 2023.
   The deadline for renewal is Dec. 31, and non-renewed memberships will expire on Feb. 28, 2023. The IAAO Board of Directors approved the increase in July, citing rising costs associated with the continued delivery of high-quality benefits for members.
 

Alabama Chapter to hold inaugural conference

   Registration is underway for the inaugural conference of the Alabama Chapter of IAAO. The conference is set for Jan. 11-13 at The Grand Hotel in Point Clear, Alabama.
   The chapter was formed and joined IAAO in 2019. Registration is open and the registration form is available on the Alabama Chapter website at www.alabamaiaao.org/events. In connection with the event, IAAO is also hosting an Instructor Evaluation Workshop in Point Clear, the first IEW in Alabama.

L.A. voters pass ‘Mansion Tax’ for affordable housing 

  Supporters of Measure ULA, otherwise known as the “mansion tax,” declared victory Monday with 56% of voters were approving the city ordinance.
  Ordinance ULA seeks an additional tax on property sales that exceed $5 million in the city. An additional 4% tax will be imposed on sales valued at over $5 million, and sales over $10 million would see a 5.5% tax.
   The tax would generate between $600 million and $1.1 billion annually, and a majority of the revenue would go toward affordable housing and tenant assistance programs, backers said. Read more
 

B.C. board increases property assessment $200,000 after appeal seeking reduction

  Users of a recreational property in the Lower Mainland of British Columbia who argued that the land's 2021 assessed value was too high ended up with the assessment nearly doubled by the Property Assessment Appeal Board. Read more
 

Nebraska’s first casino has already sent nearly $800,000 to property tax relief

   Nebraska’s first gambling casino has contributed nearly $800,000 to a state property tax relief fund so far, including $597,854 during October, a state report indicated Monday.
   And officials with the WarHorse Casino expect that gaming tax revenues will steadily grow as they begin advertising and marketing the temporary facility at the Lincoln Race Course on the southwest edge of Lincoln.
   “We’re really pleased at the way it’s been received,” said Lynne McNally, the CEO of the state’s horsemen’s association. “It was very important to us to start contributing to that property tax relief fund.” Read more
 
The EU’s first step to tame Airbnb: Get the data
   How big of a problem is Airbnb for Europe’s cities? That’s what the EU wants to figure out. Brussels this week unveiled its first set of measures aimed at regulating how short-term rental platforms like Airbnb operate in cities. Rather than lay down wide-ranging new rules, the European Commission’s first step is a narrow one: It wants platforms to share aggregate data on who uses the platform, where they stay and for how long. Value of UK business tax breaks hits record £105 billion
   The value of business tax reliefs in the UK hit £105.3 billion in the past year, up from £100.3 billion in 2020-21, shows new research. The £105.3 billion figure represents the combined cost estimated by HMRC for the 58 significant tax reliefs available to corporates. Read more
