   With construction costs for new houses and interest rates soaring, vacant housing is drawing more attention as a shortcut to quickly getting more units on the market.
   Whether vacant homes are a curse or an opportunity depends on where you live. As housing affordability plummets and rents rise, putting more families with low incomes at risk of losing their homes, some cities are working to take advantage of unused properties.
   But there often is a mismatch between the location and condition of vacant homes and where they are most needed: Those in Appalachia might be run-down and in no shape for rehabilitation. Vacant homes in luxurious locales from New Orleans to New England are the second homes of the nation’s elite. Read more

   The Glasgow (Scotland) City Council has published guidance to support a “major urban renewal project” along the River Clyde that combines regeneration with adaptation to climate change.
   The guidance is informed by modelling that predicts that flooding may have an increasingly severe impact on the city in future decades from rising sea levels. Read more

GIS/Val Tech proposals accepted through Dec. 9; conference is April 3-6 in Las Vegas
  The GIS/Valuation Technologies Conference, sponsored by URISA and IAAO, will take place April 3-6 in Las Vegas. Proposals for workshops, presentations, and keynote are being accepted through Friday, Dec. 9. Additional program details and conference registration information will be announced soon.
   Conference workshops are scheduled on Monday, April 3, and programs start on Tuesday. The Exhibit Hall will be open Tuesday and Wednesday, and the meeting closes at noon on Thursday, April 6. Membership renewals underway; pay online or return email invoice
   IAAO membership renewals for 2023 are underway and members can now pay online or use the invoice recently emailed to members whose dues are not billed to their firm. Membership dues increased by $15 for regular and associate members for 2023. The deadline for renewal is Dec. 31.
   The IAAO Board of Directors approved the increase in July, citing rising costs associated with the continued delivery of high-quality benefits for members.
 

Alabama IAAO chapter to hold inaugural conference

   Registration is underway for the inaugural conference of the Alabama Chapter of IAAO. The conference is set for Jan. 11-13 at The Grand Hotel in Point Clear, Alabama. The chapter was formed and joined IAAO in 2019.
   Registration is open and the registration form is available on the Alabama Chapter website at www.alabamaiaao.org/events.
   In connection with the event, IAAO is also hosting an Instructor Evaluation Workshop in Point Clear, the first IEW in Alabama.
 
IAAO accepting submissions for Richard Almy Research Grant Program
    The Richard Almy Research Grant Program, formerly the Academic Partnership Program, provides financial support for IAAO members, students, and faculty to complete research in areas related to property appraisal, assessment administration, and property tax policy.    
   IAAO members, along with students and faculty, are eligible to submit proposals. The deadline to apply for 2023 is Jan. 31, 2023.
   All IAAO members, graduate/postgraduate students and faculty at accredited colleges/universities are eligible to apply. Both international and domestic students are eligible, however the final report must be in the English language.
   Funding for each approved project will be between $2,500 and $5,000. Grants are awarded for one year. Apply at www.iaao.org/appgrant

U.S. home prices slow again in September

   U.S. home prices slowed again in September as high mortgage rates further weakened demand, according to data released on Tuesday. The S&P CoreLogic Case-Shiller Index fell by 0.8 percent month-over-month in September, while rising 10.6 percent year-on-year. Read more
 

Mayor faces backlash for listing property
on Airbnb, violating his own city's ordinance

   The mayor of Decatur, Alabama, is under fire for listing his property on Airbnb, even though short-term rentals are not allowed in the city.
   The listing, which has been removed from Airbnb, boasted "an adorable guesthouse in Historic Old Decatur" for roughly $80 a night. Read more

Property appraiser, accused of snooping in homeowner’s bedroom, forfeits license

  An eastern Iowa real estate appraiser accused of snooping through a homeowner’s bedroom has agreed to surrender his license. According to the Iowa Real Estate Appraiser Examining Board, Josh Binneboese of JB Appraisal in Davenport obtained authorized, unaccompanied access to a residential property when the owners were absent.
   The homeowners kept a security camera in their bedroom and the device reportedly captured video of Binneboese’s conduct. Read more
