  Toronto property owners are getting notices about a new annual tax that could easily top $10,000 — on top of their property taxes — if their residence sits empty more than six months a year.
  The Toronto version is modelled on the Empty Homes Tax in Vancouver which began with a 1% levy in 2017 growing to 5% in 2023, enforced through compliance audits.
  Vancouver says the tax has created 4,000 additional homes in its relatively short life. Read more

   A tax force in Missouri is trying to determine how local governments can tax solar energy projects. This comes after the Missouri Supreme Court struck down a 2013 state law granting property tax exemption on such projects. Read more

Early registration opens for 2023 Annual Conference
   Looking to get ahead of the new year and take care of registering for the 2023 IAAO Annual Conference before the end of 2022? IAAO has opened limited registration for the 2023 conference at the request of members who would like to pay for registration in 2022. Attendee and guest registration are now available online. The 2023 Conference is set for Aug. 27-30 in Salt Lake City. Hotel rooms, event tickets, and single-day registration will be available in the spring. Register here.
 
Submit your presentation ideas for the 2023
IAAO Conference by Jan. 31
   Interested in presenting at the IAAO Annual Conference in Salt Lake City? The Call for Presentations is now open. The submission deadline is Jan. 31, and anyone interested is encouraged to submit presentation ideas as soon as possible. See the Call for Presentations page for more information and to submit.
 
Deadline to submit proposals for GIS/Val Tech extended to Dec. 16
  The deadline to submit proposals for the GIS/Valuation Technologies Conference, April 3-6 in Las Vegas, has been extended to Friday, Dec. 16. Additional program and registration details for the conference, information will be announced soon.
   Conference workshops are scheduled on Monday, April 3, and programs start on Tuesday. The Exhibit Hall will be open Tuesday and Wednesday, and the meeting closes at noon on Thursday, April 6. IAAO accepting submissions for Research
Grant Program

   The Richard Almy Research Grant Program, formerly the Academic Partnership Program, provides financial support for IAAO members, students, and faculty to complete research in areas related to property appraisal, assessment administration, and property tax policy. IAAO members, along with students and faculty, are eligible to submit proposals.
   The deadline to apply for 2023 is Jan. 31, 2023. IAAO members, graduate/postgraduate students and faculty at accredited colleges/universities are eligible to apply. Both international and domestic students are eligible, however the final report must be written in the English language. Funding for each approved project will be between $2,500 and $5,000. Grants are awarded for one year. Apply at www.iaao.org/appgrant.
 
IAAO joins industry groups to present Jan. 18 webinar on topics facing appraiser profession
  IAAO is joining with ASA, AI, ASFMRA, MBREA, and NSREA to present a webinar on Jan. 18 on “State of the Profession: A Discussion with the Appraisal Foundation and Appraisal Subcommittee.” David Bunton, president of the Appraisal Foundation, and James Park, executive director of the Appraisal Subcommittee, will discuss topics facing the appraiser profession, including:
• Diversity Equity Inclusion (DEI)
• Different Aspects of Reconsideration of Values
• Fair Housing and Bias issues
• Consumer Outreach
• Future Prospective on 2023

Evaluating CAMA software focus of January webinar
  Changing CAMA software can be one of the most important decisions a jurisdiction makes, with far-reaching consequences that last well into the future. "Evaluating CAMA Software: The Best Fit for You" will offer guidance on how to prepare for and evaluate CAMA proposals.

Fourth exposure draft of proposed changes
to USPAP is released
  The Fourth Exposure Draft of proposed changes to USPAP is now available for review and comment. Public comments are critical to the development of new editions of USPAP, and the Appraisal Standards Board values all input it receives. The Appraisal Standards Board is now accepting all public comments until Feb. 3. Appraisal Standards Board Chair Michelle Czekalski Bradley and Vice President of Appraisal Issues Lisa Desmarais will host a webinar to discuss the Exposure Draft at 1 p.m. Eastern on Jan. 12. Nevada assessor devalues properties impacted
by noxious smell

  Residents surrounding Swan Lake who've been suffering from a noxious odor have been granted a property devolution by the Washoe County Assessor’s office. Following an assessment in response to community concerns, Assessor Mike Clark approved a downward adjustment of 10% on properties of those affected in Lemmon Valley and near the lake. Read more
 

Another Onondaga County town abandons
full-value tax assessment. ‘Enough is enough’

  Another town in Onondaga County, New York, has given up trying to keep property tax assessments level with current housing prices, despite advice from state officials that full-value assessing is the fairest and most accurate approach. The Salina town board on Monday voted to stop the practice of full-value assessment in 2023, for the first time in more than 20 years. Salina follows the nearby towns of Lysander and Van Buren, which made the same decision a few months ago. Read more

Citing housing shortage, Palo Alto eyes new
rules to limit Airbnb rentals

  The exact number of short-term rentals is difficult to gauge, but according to websites like Granicus and Inside Airbnb, which track the market, there are between 500 and 1,000 short-term rentals throughout Palo Alto. Many which fetch more than $300 per night. This may represent brisk business for property owners and investors, but city leaders increasingly see these dwellings as a problem that warrants tackling.
