Americans recognize housing affordability crisis, support policies to build more homes
   No matter what kind of community they live in, Americans understand it is getting harder for themselves and their neighbors to afford a house in their own community.
   A national survey conducted by Data for Progress on behalf of the Center American Progress found that 76% of Americans believe housing affordability is a growing problem, with people living in rural and suburban communities even more likely than residents of urban areas to say the problem is getting worse. Solar farms don't hurt nearby property values, new research finds
   A newly published study examining property values near dozens of large Midwest solar farms has found no significant negative impact — and even a slight positive effect — from the projects, according to the data.
   Loyola University researcher Gilbert Michaud has attended scores of community meetings about proposed solar projects, from the Midwest to rural France. In past research, he quantified that property values were the most common concern brought up in local hearings about proposed utility-scale solar in Europe — and he’s seen similar trends in the U.S. Read more

Ireland needs 'tens of thousands' more homes annually to keep up with demand
   Ireland needs to build around 20,000 extra properties each year if it is to improve the country's national housing crisis, according to the Irish Central Bank's latest report.
   The country, one of the countries within the EU with the most severe housing crisis, has eye-watering housing costs. In 2022, it was double the EU average.
   The situation is so grave that employers, including Ryanair, have started to take matters into their own hands by buying up property to rent to their employees. Read more

IAAO offering December workshop on valuing renewable energy properties
   A new workshop, “Valuing Properties With Renewable Energy Resources,” is being offered online by IAAO-U in December.
The new course, Workshop 265, is designed for appraisers and assessors who want to enhance their knowledge and skills in the rapidly evolving field of renewable energy.
   The workshop, set for 9 a.m. to 6 p.m. Eastern on Dec. 16-17, will be taught by Lisa A. Hobart, CAE, PPS, FIAAO.
   By the end of the workshop, participants will be able to demonstrate an understanding of relevant renewable energy concepts and apply approaches to valuing properties with renewable energy sources.
   Attendees can earn 15 hours of CE credit by completing the exam. The course is offered at a special introductory rate of $249 for members and $299 for nonmembers. Register here.
 
November webinar: comparing sold and unsold properties
   The Netherlands Council for Real Estate Assessment calculates several key figures to analyze differences between sold and unsold properties.
   In the IAAO November webinar, “Comparing Sold and Unsold Properties: The Ultimate Test for Assessed Values,” attendees will see how they use these indicators in evaluation of the newly estimated values.
   The webinar, beginning at noon Central on Wednesday, Nov. 6, will be presented by Luc Hermans and Marco Kuijper and is eligible for 1.5 CEU hours. The cost is $55 for IAAO members and $77 for nonmembers. Register here.
 
IAAO elections start Nov. 1
   The IAAO elections will run from Nov. 1-15, and regular and associate members as of Oct. 1 are eligible to vote. 
   Members will receive an email ballot from Intelliscan Inc. on Nov. 1. If you do not receive a ballot by Nov. 2, contact John Arbitell at johnarbitell@intelliscaninc.com or call 610-935-6176.
   Candidates for the 2025 Board of Directors and possible changes to the IAAO bylaws are on the ballot.
 
Volunteers needed for 2025 committees, task forces
   IAAO is accepting applications from members to serve on committees and task forces in 2025. Those interested in volunteering should complete and return the application by Oct. 31.
   IAAO has updated the volunteer application process to better match members' interests with IAAO committees and task forces. Members can apply for multiple committee opportunities.
   Current 2024 volunteers interested in continuing to serve in 2025 must re-apply.  Task forces and committees usually meet via video conference calls during the year and select committees also meet in Kansas City as part of Spring and Fall Leadership Days. Apply to volunteer here.

How much will Helene affect property values in Buncombe County? Assessors already at work
   In the days immediately following Tropical Storm Helene, employees at Buncombe County’s tax department in North Carolina worked at water distribution sites, helping with deliveries and other tasks.
   They also assisted the emergency operations center, Eric Cregger, the county’s interim tax assessor said.
   But just as important, they have gone out into the field to conduct damage assessments and evaluate the physical conditions of properties in Buncombe County.  
   “That right now is the biggest task we have,” Cregger said. “It’s a major data collection project.” Read more
 
Looking to buy property in Europe? The highest
and lowest property taxes
   Lithuania and Hungary are among the best countries to invest in property, while Belgium and France are ranked among the worst ones, according to a new study by UK relocation company 1st Move International.
   The report examined key elements of property investments across European countries, including property tax rates, income tax on rent and gross rental yield, and their findings suggest that Lithuania is the top choice as the best country for real estate investment. Read more
 
Is anywhere safe from hurricanes? The 10 U.S. states with the lowest risk of damage
   This year alone, major storms have done more than $25 billion in damage nationwide. Thanks to climate change, the number of floods worldwide has increased by 20% since 2000.
   It’s also created more intense hurricanes and increased the amount of burned acreage in the U.S. due to wildfires by 320% since 1996. Read more

   Among all the expenses that make up the consumer price index, shelter costs were among the biggest gainers in September, the Labor Department said: up 4.9% compared to a year earlier. Read more

   Hurricane Helene wreaked havoc across the southeastern United States in late September, causing billions of dollars in property damage. This week, another storm, Hurricane Milton, is expected to make landfall in Florida, causing even more destruction.
   As intensifying natural disasters threaten growing swaths of the country, assessing an area’s climate risk has become an essential part of shopping for a new home for many Americans.
   According to a recent Zillow survey, more than 4 out of 5 prospective homebuyers consider climate risks when they shop. Read more
