U.S. cities’ mansion taxes see mixed results
   When Los Angeles voters approved an extra tax last year on home sales over $5 million, officials projected annual revenue of $700 million to help alleviate the city's rampant homelessness crisis.
   But a year in, LAs “mansion tax” has fallen far short of expectations — generating barely a quarter of the promised revenue — and has arguably put a chill on high-end home sales as wealthy homeowners stay put rather than pay the six-figure tax bill. Read more

for private school
   Louisiana moved a step closer to offering all parents thousands of dollars per year to help pay for private school after lawmakers advanced a hotly debated school-choice bill.
   The bill would allow families to apply for state grants to spend on private school tuition, uniforms, online classes and more.
   The publicly funded grants would be available to all families regardless of financial need, including those who already pay for private school. The proposal would add Louisiana to a lengthening roster of Republican-led states that use tax dollars to subsidize private education. Read more

in Colorado fails
   A bill that would have quadrupled the property taxes on many houses offered as short-term rentals in Colorado was rejected earlier this week in a state Senate committee, marking at least the third time in recent years that such a proposal has failed at the Capitol.
   Senate Bill 33 was voted down 6-1 by the Senate Finance Committee during the bill’s first hearing, an outcome that came after months of loud opposition from vacation rental owners and companies like Airbnb and Vrbo. Read more

2024 Annual Conference registration now open
   Registration for the 2024 IAAO Annual Conference, Aug. 25-28 in Denver, is now open.
   Approximately 60 educational sessions are expected to be offered at the conference and attendees should have the opportunity to earn more than 10 credit hours. NFL Hall of Famer and former Denver Broncos running back Terrell Davis will be the keynote speaker.
   The conference headquarters hotel is the Hyatt Regency Denver at the Colorado Convention Center. The Hyatt Regency is currently sold out for Saturday, Aug. 24 but rooms are available for arrival Sunday, Aug. 25.  Additional hotel availability for Saturday will be available next week.  Please check back for new information.  Register here.
 
IAAO to offer IEW at Annual Conference
   IAAO is offering the Instructor Evaluation Workshop in August at the IAAO Annual Conference in Denver.
   The three-day event will be offered before the conference at the Grand Hyatt Denver and is open to qualifying IAAO members. Those who pass the IEW audition will be considered a junior IAAO instructor and will be able to teach in the live classroom. Apply here.
 
Awards, Fellows nominations deadline is May 1
   IAAO is accepting award and Fellows nominations through May 1. The IAAO Awards Program celebrates achievements by individuals and organizations in the valuation profession and the Fellows title is awarded annually to recognize the best of the best within our ranks.
   All IAAO members and affiliated organizations are eligible to submit nominations. Winners will be announced at the IAAO Annual Conference in Denver. The submission deadline is May 1.

   IAAO hosted an online Town Hall on Friday, April 5, updating members on recent association activities and plans for 2024 and beyond.
   IAAO President Rebecca Malmquist, CAE, and Executive Director Amy Rasmussen, RES, AAS, FIAAO, delivered updates on committee and task force activities, reviewed strategic planning efforts, and went over the status of IAAO meetings, membership, and education. Watch the event here.
 
Multifamily housing focus of May IAAO webinar
   With the multifamily housing market booming, increasing rents have had a significant impact on affordability.
   This will be the focus of the May IAAO webinar on “Multifamily Repurposing: Trend Or Craze and How It Makes Sense.”
   The situation has put pressure on developers to find a creative way to supply affordable multifamily housing despite rising land and construction costs.
   The webinar, set for noon Central on Wednesday, May 1, will be presented by Kelby Collier, AAS, and is eligible for 1.5 CEU hours. The cost is $55 for IAAO members and $77 for nonmembers. Register here.

Registration open for mass appraisal symposium
   The International Property Tax Institute and IAAO will present a joint virtual Mass Appraisal Valuation Symposium June 26-27, and registration is open. The theme of the virtual MAVS is “Challenges and Opportunities.”

How Cook County is cracking down on landlords
with small tax tweaks
   A subtle change in how Cook County Assessor Fritz Kaegi evaluates mixed-use properties caused some increased valuations.
   Kaegi’s office is cracking down on the “apartment loophole” that allowed some buildings that were predominantly commercial be classified as residential — even in instances where there is one small, makeshift apartment in a building that is otherwise almost entirely commercial. Read more

Kansas House blocks bill bundling big-business
tax breaks with aid to disabled veterans
   U.S. Army combat veteran and state Rep. Patrick Penn begged Kansas House colleagues to reject a bill that featured a pair of controversial provisions slashing commercial property taxes and jeopardizing property tax relief for veterans with disabilities.
   He wasn’t alone in condemning negotiators willing to risk property tax reform for disabled veterans by including a provision granting giant retailers benefits from a “dark store” theory in which property tax assessments were calculated as if commercial buildings were vacant. Read more

Buyers of newly built homes can face a property tax surprise. Here’s why
   It’s not unusual for new homeowners to face financial surprises, but people buying a newly built home may be more likely to encounter sticker shock on a key expense.
   Almost 75% of recent homebuyers had regrets about their purchase, according to a 2023 survey from Real Estate Witch. Property taxes were the most common gripe, surprising 33% of new owners. Read more
 
Vermont lawmakers scramble to address property tax revolt. Will it be enough?
   As communities across the state continue to shoot down school budgets as part of a property tax revolt, Vermont lawmakers are scrambling to develop plans for both immediate property tax relief and longer term education finance reforms.
   “Costs have gone up for all Vermonters — including schools — and we want to make sure we’re balancing that,” House Committee on Ways and Means Chair Rep. Emilie Kornheiser, D-Brattleboro, said.
   Vermont now has the dubious distinction of being ranked as the third highest tax-burdened state — only behind New York and Hawaii — according to the New York Times.   
   And for property taxes alone, it comes in as second behind Maine. Read more
 
Boston city councilors raise questions about mayor’s property tax shift plan
   How likely is a potential downturn in Boston property values to mirror a crisis that prompted legislative action in 2004? Did Mayor Michelle Wu send the wrong message by proposing to rebalance commercial and residential taxes while also advocating for an 8% increase in city spending? Will workers eventually return to the office more regularly, or will the changes brought on by the pandemic be permanent?
   Those are just a few of the questions Boston city councilors will weigh as they continue their review of a plan Wu rolled out last month that would temporarily shift a greater share of the citys property tax levy onto commercial owners. Read more
