From the 1920s to the 2020s, cash-strapped homebuyers go smaller
   After years of expanding footprints, new single family homes are shrinking again. Low housing inventory and higher demand are driving home prices up to historic levels — and that’s before you take into account the recent spike in interest rates.
   Much like in the past, as buyers and developers alike seek out creative solutions, smaller homes are emerging as one of the few options available.
   Some of the markets seeing the greatest shrinking of new homes over the past five years include Seattle, Raleigh, Charlotte, Minneapolis, and San Antonio. Read more

Many Texas counties just elected appraisal district board members for the first time. Here's why
   Texans went to the polls last week in local elections, voting on everything from bond measures to school board candidates.
   And in a number of Texas counties, there was a new position on the ballot: Appraisal district board members.
   This year, for the first time, Texas voters got a more direct say in who runs the obscure agencies that oversee the property appraisal process, which plays a major role in determining how much a house is worth – and therefore, how much you pay in property taxes. Read more

The towns outsmarting Airbnb to make more housing available
   Late last year, New York City made headlines when it all but banned Airbnbs and other short-term rentals within city limits.
   In August of 2023, Airbnb had more than 25,000 short-term rentals listed in the city. Tenant groups across the city accused short-term rental platforms of hollowing out neighborhoods and causing already-high rents to grow even higher.
   You would see tourists on the streets in neighborhoods where there werent any hotels, said New York artist Murray Cox. The sound of rolling suitcases could be heard at all hours. Read more

More Annual Conference rooms made available
  Due to high demand, additional rooms are available for the 2024 IAAO Annual Conference, Aug. 25-28 in Denver, at the Curtis Denver hotel, in addition to the recently added Grand Hyatt Denver. The deadline to reserve a room is July 31.
   About 60 educational sessions are expected to be offered at the conference and attendees should have the opportunity to earn more than 10 credit hours. Former Denver Broncos running back and NFL Hall of Famer Terrell Davis will be the keynote speaker. Register here.
 
Boosting performance through communication the focus of 2024 Emerging Leaders' Summit
   Registration is open for the 2024 Emerging Leaders' Summit, "Boost Team Performance through Communication & Engagement."
    Students will use the DiSC® personal assessment to help improve teamwork, communication, and productivity in the workplace and learn to refine processes and improve human performance to create a highly productive environment.
   Registration includes the DISC® assessment, one virtual session (1 p.m. Central, Aug. 8), as well as a meet-and-greet reception on Aug. 24 and the full day workshop at the IAAO Annual Conference on Aug. 25.
  Fees are $349 for members and $449 for non-members. Jurisdictions registering more than 3 attendees will receive $50 off all subsequent registrations. Register at www.iaao.org/els.
 
IAAO history on display at conference
   Colorado has a rich history, so it is appropriate that at the Denver conference, IAAO celebrates its 90th anniversary and the history of assessing.
   As part of the celebration, the IAAO “museum” is traveling to the conference. IAAO will showcase items the association has collected over the years regarding its history, and we are asking you to add to the display.
   Is there a membership certificate from when you first started in the profession hanging in your office? Do you have equipment, books, or documents from way back when we were young? This is your chance to bring back memories and baffle your younger colleagues.
   Your items will be set out with the items from headquarters to honor our rich history.

Register for Mass Appraisal Valuation Symposium
   The International Property Tax Institute and IAAO is presenting a joint virtual Mass Appraisal Valuation Symposium June 26-27, and registration is open. The theme of the virtual MAVS is “Challenges and Opportunities.”
   Speakers from around the world will present on mass appraisal, emerging developments in valuation, technology and innovation, the use of data, property tax administration, leadership and ethics, and reviews and appeals. Full details on the programs are available here.

IAAO offering IEW in Denver for potential instructors
   Interested in becoming an instructor? IAAO is offering the Instructor Evaluation Workshop in August at the IAAO Annual Conference in Denver. The IEW event will be offered before the conference at the Grand Hyatt Denver and is open to qualifying IAAO members.
   Those who pass the IEW audition will be considered a junior IAAO instructor and will be able to teach in the live classroom. Apply here.
 
Election info available; candidate webinar is May 28
  Members interested in running for the IAAO Board of Directors should submit candidate materials by July 1. Check out the Elections page on the IAAO website for more information and forms needed to submit.
   A free webinar, Future IAAO: How to serve on the Board of Directors, for those interested in becoming candidates is set for May 28. The webinar is intended to inform potential candidates for the IAAO Board of Directors of the requirements to become a candidate and the expectations of serving if elected to the position. Nominations Chair Todd Bergren and President Rebecca Malmquist, CAE, will review the process and provide insight.
   Regular members in good standing will be able to vote electronically from Nov. 1-15 for the Regular Board Member and Officer positions and Associate members will be able to vote for the Associate member position. Read more
 
Volunteers needed at the Denver conference
   IAAO is looking for volunteers to work at the IAAO Annual Conference in Denver, Aug. 25-28.
   By agreeing to volunteer six hours at the conference, attendees can qualify for a registration discount of $150. Once confirmed, each volunteer will receive a coupon code to use when registering for the conference.
   Most of the volunteer positions at the Annual Conference are associated with the registration desk and badge scanning at entrances to sessions. To volunteer at the Annual Conference in Denver, send an email to Local Host Task Force member Thomas Swingle.

Schools say a lawsuit targeting Jackson County property assessments would be 'catastrophic'
   The Missouri Attorney General and State Tax Commission are suing Jackson County to toss out more than 190,000 property assessments — and force schools to pay back millions of dollars that they’ve already spent. Read more
 
U.S. housing crisis is flipped upside down in Japan
   While the U.S. housing market has suffered from a lack of supply in recent years, the opposite is the case in Japan, where a shrinking population has sent the number of empty homes soaring.
   Vacancies in that country have hit 8.99 million, according to data released by the Ministry of Internal Affairs and Communications on April 30. That's an increase of 500,0000 from the prior survey in 2018 and an 80% surge from 20 years ago.
   It also means a record 13.8% of homes in Japan are now vacant, with the share topping 20% in some rural areas where populations are falling faster. Read more
 
Voters likely to overrule legislative fix to address property tax spike, head of Denver chamber warns
   Colorado voters will likely side with two ballot measures promising greater property tax relief than what a bipartisan legislative compromise rushed through in the session’s final hours is offering, the head of the Denver Metro Chamber of Commerce warned. Read more
 
Assessor's warning: Tennessee's appraisal ratio threatens county's financial stability
   The Rutherford County (Tennessee) Assessor's Office has acknowledged the impact of the state-calculated appraisal ratio on the tax base and how the numbers could hinder the financial well-being of residents.
   The state of Tennessee conducts these appraisal ratio studies to determine, among other items, the amount of tax relief available to qualifying applicants.
   Assessor of Property Rob Mitchell said, "The state-calculated appraisal ratio not only reduces the tax base for the county, which shifts the tax burden onto residential property owners, but it also causes a reduction in the property tax relief payments to our low-income elderly citizens and disabled veterans."
   According to numbers released by Mitchell, the total tax relief loss adds up to $4.1 million in Rutherford County. Read more
