Galveston Central Appraisal district begins
treating vacation rentals as businesses

   The Galveston (Texas) Central Appraisal District is now treating short-term rentals as businesses by calculating the value of furnishings and equipment under their roofs.
   The appraisal district in May began mailing letters informing short-term-rental owners telling them they’re responsible this year for paying a tax on any personal business property they use to earn rental income, officials said.
   The appraisal district added furnishings and equipment to appraisal calculations on rentals this year because failing to do so in the past created an uneven playing field in the real estate market, Chief Appraiser Krystal McKinney said. Read more

   In Kirksville, Missouri, an entire floor of the hospital sits empty.
   The community could easily fill beds with patients — if only it could hire nurses and other workers to tend to them.
   Just up U.S. 63 near the Iowa border, the Schuyler School District can’t keep teachers on the payroll. And a  manufacturer wants to open its doors in the area, but worries about finding workers.
   Although the open jobs may suggest otherwise, plenty of people want to live in rural Missouri — if they could find somewhere to live. Read more

   Pittsburgh’s housing market is the most affordable in the United States, according to a study by a university in California.
   However, the report’s authors say, the city still falls just short of true affordability.
   Issued by the Center for Demographics and Policy at Chapman University and the Frontier Centre for Public Policy, the report rates 94 major metropolitan areas across eight countries, based on figures from the third quarter of 2023.
   Pittsburgh offers the best housing deals internationally and domestically, with a median price-to-income ratio of 3.1, according to the study.  Read more

Mass Appraisal Valuation Symposium is June 26-27
   Speakers from around the world will present on mass appraisal, emerging developments in valuation, technology and innovation, the use of data, property tax administration, leadership and ethics, and reviews and appeals during next week’s online Mass Appraisal Valuation Symposium, June 26-27.
   IAAO and the International Property Tax Institute are presenting the virtual symposium and registration is open. The theme of the MAVS is “Challenges and Opportunities,” and details on the programs are available here.
   Registration fees for IAAO/IPTI members are USD $219/CAD $284. For nonmembers, the fee is USD $295/CAD $385. Register here.
 
Register now for Legal Seminar in Chicago
   Registration is open for the IAAO Legal Seminar, set for Dec. 12-13 at the Swissotel in downtown Chicago.
   The theme for the seminar is "Navigating Change," and attendees will hear from industry experts on legal topics of interest to members of the assessment and property tax industry.
   Full session descriptions and a brochure will be available in September. The Legal Task Force is seeking qualified professionals to present on topics of interest to lawyers and assessors. A list of potential topics is available online and the deadline to submit topics is June 30.
   Attendees will receive IAAO continuing education credits and IAAO will file for Continuing Legal Education credits for attendees requesting CLEs by Oct. 1.
 
Nearmap July 10 webinar explores assessment challenges with aerial imagery, artificial intelligence
   Conducting property assessments is an expensive and time-consuming process, and risks error.
   Publicly available imagery is often out of date, or the resolution is too low to show the needed details.
   In a July 10 webinar by Nearmap, an IAAO Strategic Partner, you will learn how governments are turning to aerial imagery companies to accelerate and improve their property assessment processes.
   You will see how aerial imagery provides a current, multi-dimensional view of properties that support desktop assessment and identifies sites that require in-person inspections. Additionally, you will learn how machine learning (ML) and artificial intelligence (AI) combined with geospatial (GIS) technologies accelerate and improve these workflows.
    The webinar, “Facing Property Assessment Challenges with Aerial Imagery and AI,” will take place at 11 a.m. Central on July 10. Register here.

Boosting performance through communication focus of Emerging Leaders' Summit
   Registration is open for the 2024 Emerging Leaders' Summit, "Boost Team Performance through Communication & Engagement."
    Students will use the DiSC® personal assessment to help improve teamwork, communication, and productivity in the workplace and learn to refine processes and improve human performance to create a highly productive environment.
   Registration includes the DISC® assessment, one virtual session (1 p.m. Central, Aug. 8), as well as a meet-and-greet reception on Saturday, Aug. 24. The full day workshop is at the IAAO Annual Conference on Sunday, Aug. 25.
  Fees are $349 for members and $449 for non-members. Jurisdictions registering more than three attendees will receive $50 off all subsequent registrations. Register here.
 
Appraisal Foundation taking applications
  The Appraisal Foundation is accepting applications for panels on technical boards and resource panels for available seats. The Foundation relies on a constant stream of new talent to populate all of its organizations, and your involvement in helping us identify that new talent is critical.
   If you know someone who you think would be a good fit for the Appraisal Standards Board, Appraiser Qualifications Board, Business Valuation Resource Panel, or Personal Property Resource Panel, please encourage them to apply and share the links below before the deadline. The deadline to apply to the ASB or AQB is July 31 while the deadline to apply to the BVRP is Sept. 1. The deadline to apply to the PPRP is also Sept. 1.

Storied Florida golf course property has largest unpaid property-tax lien in county history
   The largest unpaid property-tax lien in St. Lucie County history was sold to a specialty firm at an auction last month, putting the future of a shuttered but storied local golf course in doubt.
   Arizona-based Store Capital — owners of the 96-acre property that is home to the old Sinners Golf Course — has an unpaid $1,380,722.16 tax bill from 2023. Read more

Disparities in local tax revenue for Colorado schools are growing, causing inequities and concern
   As Colorado celebrates school funding increases meant to benefit some of the most disadvantaged districts in the state, one key issue remained unresolved this legislative session: the growing inequities created by local taxes.
   Apart from state per-pupil funding, some school districts can raise several thousand additional dollars per student in voter-approved property taxes known as mill levy overrides, allowing them to boost teacher salaries and make safety improvements, for example. Read more

   The implementation of the Proclamation on the Taxation of Urban Houses in Ethiopia has revealed a significant gap in the country’s tax legislation.
   Despite the importance of property taxes for local development, Ethiopia still lacks a contemporary property tax law framework, resulting in complicated and tedious grievances for taxpayers. Read more
 
Tax policy is a part of the Black American story
   Juneteenth is a reminder of the hard-fought victories that helped Black Americans secure their delayed freedom, justice, and suffrage.
   And in the chapters about tax policy, the tales are no less fraught. From America’s prologue to the last paragraph of the Civil War, governments raised more tax revenue from the taxation of Black bodies than any other source.

Nebraska governor vows to tackle Nebraska's high property taxes amid outrage over hikes
Governor Jim Pillen has expressed that he is displeased by the recent property tax increases in Nebraska - vowing to do everything possible to cut taxes for the people.
In his weekly column released on Monday, Governor Jim Pillen said he is aware of how Nebraskans feel about the increase in property taxes they have to pay, especially as they have begun receiving their property valuation notices. Read more
