The top 10 housing markets Americans are moving to
   If moving to Columbus, Ohio, is on your to-do list, get your best offers in early because this Midwest city tops the list of the most popular housing markets in the US.
   Columbus, a bustling college city with a population of more than 2 million, has risen to the top of the Realtor.com Most Popular Markets 2024 list.
   It earned high marks for its relatively low cost of living and low unemployment rate.
   To calculate a city’s popularity, though, Realtor.com looked at the cities that attracted the highest levels of buying interest in the past year. Read more

Las Vegas property tax rates are the same for residential, commercial … that’s ‘not the norm’
   Las Vegas is among a minority of large U.S. cities whose property tax system does not necessarily favor homeowners over commercial property owners.
   That is one takeaway from a new analysis of 2023 tax collection in large cities, released last month by the Lincoln Institute of Land Policy and Minnesota Center for Fiscal Excellence. Read more

tax bills explained
   Most condominiums and housing cooperatives in New York City are Class 2 properties, and the city assesses them as if they were market-rate rental buildings for the purpose of calculating taxes.
   A Midtown Manhattan condo apartment is taxed this way, and the building’s would-be net operating income is part of the tax calculation. Read more

Interested in earning an IAAO designation? Attend the Aug. 15 Zoom chat
   If you are interested in earning an IAAO designation, Professional Development Committee members are offering Zoom chats every other month to answer questions and share their designation earning experiences.
   The next chat is set for Thursday, Oct. 24, an open discussionn on earning any of the IAAO designations. There is no charge, and you can register here.
   After the October chat, the next chat, on Dec. 12, will focus on the CMS and PPS designations. Full chat dates and links to register are on the designation discourse page.
 
IAAO adds space to conference waitlisted sessions
   IAAO has added space at the Conference Wednesday Workshops to make more seats available.
   The Wednesday Workshops are a series of free workshops scheduled for 2 to 4:30 p.m. Aug. 28, but require preregistration. 
   Workshops with waiting lists were “Level Up: Five powerful moves to elevate your career;” “Litigation Tax Appeal Defense Workshop;” “Mastering Marshall & Swift Cost Data;” “Top 10 Tips for Creating Dynamic Assessing Power BI Dashboards;” and “Updating CAMA Systems with Regression-based AVMs.”
  Some sessions may have limited availability. To sign up click on the "Already Registered" button at the top of the main conference page and sign in with your email and confirmation number. Select Modify Registration and go to the Order Items page to select a session.
   The 2024 IAAO Annual Conference is set for Aug. 25-28 in Denver.  More than 60 sessions will be offered at the conference, including the workshops. Full details, including session titles, times, and speakers are available on the Research Exchange site.
 
Additional bus added for Red Rocks tour 
   The 2024 Local Host Task Force has added an additional bus for the Red Rocks tour during the annual conference in Denver. Sign up to take a short trip to the historic Red Rocks Park and Amphitheatre with your friends and colleagues on Sunday, Aug. 25.
   Chartered buses will pick up at the Hyatt Regency across from the Colorado Convention Center at 10 a.m. and transport to and from Red Rocks, 15 miles west of downtown, for a cost of $30/person.
   Participants will load up at 2 p.m. to return to the hotel by 2:30 p.m.  Register here -- scroll to the bottom of the page to select the third bus.
 
Beware of fake mailing lists being sent about Annual Conference attendees
   Members and conference attendees have reported receiving emails asking if they wish to buy a list of conference attendees, but it is not affiliated with IAAO, and they received no information from IAAO.
   This scam is affecting associations nationwide, with scammers primarily phishing for personal information. These companies are NOT affiliated with the conference and are NOT authorized to contact exhibitors. Do not reply to these requests.
 
September webinar on small jurisdictions’ answer to ratio studies
You don’t always need a large budget to perform a ratio study. In the September IAAO webinar, "Small Jurisdiction's Answer to Ratio Studies," you will learn the ins and outs of using Excel to perform a ratio study.
   The webinar, set for noon Central on Wednesday, Sept. 4, will be presented by Alan Dornfest, AAS, FIAAO and is eligible for 1.5 CEU hours. The cost is $55 for IAAO members and $77 for nonmembers. Register here.
 
Register now for Legal Seminar in Chicago
   Registration is open for the IAAO Legal Seminar, set for Dec. 12-13 at the Swissotel in downtown Chicago.
   The theme for the seminar is "Navigating Change," and attendees will hear from industry experts on legal topics of interest to members of the assessment and property tax industry.
   Full session descriptions and a brochure will be available in September.
   Attendees will receive IAAO continuing education credits and IAAO will file for Continuing Legal Education credits for attendees requesting CLEs by Oct. 1.

Boston property tax bill stalls in the state House
   An end to the formal session on Beacon Hill left Boston Mayor Michelle Wu’s property tax plan in question.
   “I can’t overemphasize how important this is for the city,” Wu said.
   Empty office buildings are causing commercial property values to plummet and creating a revenue vacuum that without action, would fall on Boston homeowners.
   “It’s to the balance and benefit of everyone who lives, works and plays in the city,” Wu said. Read more
 
North Dakota voters will decide whether
to abolish property taxes
   North Dakota voters will decide this fall whether to eliminate property taxes in what would be a first for a state and a major change that officials initially estimate would require more than $1 billion every year in replacement revenue.
   Secretary of State Michael Howe's office said backers submitted more than enough signatures to qualify the constitutional initiative for the November general election. Voters rejected a similar measure in 2012.
   Property taxes are the base funding for numerous local government services, including sewers, water, roads, jails, deputies, school building construction, and teacher salaries … “pretty much the most basic of government,” said North Dakota Association of Counties Executive Director Aaron Birst. Malaysian residents rattled by proposed 25% hike
in assessment tax
   A proposed assessment tax hike of 25% for properties in Subang Jaya has been dubbed as “unfair and a shock”, though it is the first adjustment in 32 years.
   Subang Jaya residents are rattled and question why the Subang Jaya City Council (MBSJ) and its predecessor, the Subang Jaya Municipal Council (MPSJ), had failed to conduct gradual raises over the years that would not “burden the people financially.”
   It will be the first assessment tax increase since 1992 for Subang Jaya and Bandar Sunway while for USJ, Puchong, Seri Kembangan, and Serdang, the assessment has not been reviewed for 28 years since 1996. Read more

Missouri voters reject property tax break
for child-care providers
   Missouri voters on Tuesday rejected an attempt by lawmakers to exempt child-care facilities from paying property taxes, an incentive supporters hoped would help with the state’s day care shortage. Read more

Indian government eases new property tax rules after backlash
   The Indian government has relaxed new property tax rules it proposed just two weeks ago, after criticism that the changes added to an already heavy financial burden on the middle class.
   On July 23, India lowered the long-term capital gains tax on real estate to 12.5% from 20%, but dropped a benefit that allowed individuals to adjust prices for inflation before the capital gain -- and so tax payable -- was calculated. Read more
