The silent culprit behind the housing market’s shortage of entry-level houses
   There are many factors that explain why there aren’t more small houses in America.
   Many local zoning laws and building codes favor larger houses by imposing minimum size requirements. Many Americans like big houses, associating them with greater status and wealth.
   The 2008 housing bust and tightened lending standards drove many entry-level homebuilders out of business.
   But there’s also another, less talked about reason: economies of scale. Read more

Officials: Texas would need $81.5 billion a year to end property taxes
   Texas would have to spend tens of billions of dollars to get rid of the state’s property taxes, state budget officials said last week — a reality check on some conservatives who want to end them once and for all.
   Republican lawmakers have been on a yearslong push to bring down the state’s property taxes, among the highest in the nation.
   Some Texas conservatives have long dreamt of getting rid of at least some property taxes altogether — an idea others have criticized as unrealistic given the gargantuan cost of doing so. Read more

More people getting more hostile with Wyoming county assessors
   Gathering data for accurate property values assessments in Wyoming comes with a certain level of risk.
   People by and large don’t like others telling them they owe money, and a recent trend of property valuation’s skyrocketing in some counties have some getting downright hostile toward their local asessors.

National Assessor’s Day is Tuesday; IAAO providing info sheet for jurisdictions
   National Assessor’s Day is Tuesday, Sept. 24, and to help jurisdictions show the value of assessors, IAAO has provided an information sheet to download to provide to the public.
   National Assessor’s Day is the last Tuesday of September and was first observed in 2018 by EagleView. The goal is to help educate residents about the contributions assessors make to their communities. The day offers assessors a platform to explain how assessors value homes and businesses, and how the technology they use helps their community operate more efficiently.
 
Conference photos available, continuing education credits posted
   Photos from the 2024 Annual Conference are now available to view and download online. The photos are available to download at no charge, and attendees may buy prints online.
   Continuing education credits have been posted to attendees' online accounts and may be accessed by members under View My IAAO Transcript.
   Separately, the Uniform Request for Recertification Credit, used to submit to jurisdictions for potential credits, is also available online.
 
IAAO accepting applications for DEI Council
   IAAO is now accepting applications from members to serve on the newly formed Diversity Council.    
   Members interested in serving on the council should complete the application by Wednesday, Oct. 2.
   The DEI Council will serve as a partner, listening post, and sounding board to the Board of Directors and will make recommendations to the board that advance an inclusive culture, foster DEI principles and efforts, and support measurable goal achievement.
   The DEI Council also will promote efforts to ensure DEI is recognized as a primary organizational value. Read more
 
Racial, social equity in assessments focus
of IAAO's Oct. 2 webinar
   IAAO's October webinar, “Racial and Social Equity in Assessments,” tackles the common perception that assessments are biased, specifically in terms of race or income.
   The focus of the webinar is on correctly defining the problem; common problems with determining if bias exists; using appropriate data sources and analytic processes to identify racial or social bias in assessments; and remedial steps that can be taken to correct such bias if it is detected.
   The webinar, set for noon Central on Wednesday, Oct. 2, will be presented by Kevin Keene and is eligible for 1.5 CEU hours. The cost is $55 for IAAO members and $77 for nonmembers. Register here.
 
IAAO to file for CLE credits for Legal Seminar registrants as of Oct. 1
   Registration is open for the IAAO Legal Seminar, set for Dec. 12-13 at the Swissotel in downtown Chicago.
   Attendees will receive IAAO continuing education credits and IAAO will file in most states for Continuing Legal Education credits for attendees requesting CLEs by Oct. 1.
   The theme for the seminar is "Navigating Change," and attendees will hear from industry experts on legal topics of interest to members of the assessment and property tax industry.  Register here.

International Research Symposium to focus
on collaboration, AI
   Assessment innovation and collaboration with a focus on artificial intelligence will be the subject of the International Research Symposium, Dec. 4-5 at the Kimpton DeWitt hotel in Amsterdam.
   Registration for the event, hosted by IAAO and the International Property Tax Institute (IPTI), is now open. The IRS plans to showcase the latest research and developments that have tangible impacts on property tax appraisal accuracy and efficiency. Speakers will be from around the world, representing Canada, the Netherlands, Poland, Serbia, the United Kingdom, and the United States.
   Full details on programs are in the schedule. The registration fee for IAAO or IPTI members is €480 and €590 for nonmembers. A special hotel single rate of €204 plus tax per night, including breakfast, is available at the Kimpton DeWitt. More information, registration, and hotel reservation can be found here.
 
Tim Boncoskey appointed to NACo Board for IAAO
   Timothy Boncoskey, 2019 IAAO president and chief of staff to the San Diego County Assessor-Recorder-County Clerk, has been appointed to the National Association of Counties (NACo) board of directors by the International Association of Assessing Officers (IAAO).
   NACo is a national trade group representing 40,000 county elected officials and 3.6 million county employees. Its mission is to strengthen America’s counties.
 
3D Cadastre focus of plenary session at
conference -- presenter recap
   The recent IAAO Annual Conference featured a plenary session focused on 3D Cadastre by Carmela Quintos, Ph.D., New York City Department of Finance, and Linda Foster, PLS/GISP of Esri.
   In the session, Esri, an IAAO sponsor, outlined how GIS can address timeless challenges in the assessor’s office and how technological advances enable 3D cadastres.
   The New York City Department of Finance then shared its experience implementing a 3D cadastre to address the increasing complexity of land uses and other interests that impact valuation and taxation. Read the full post.

Judge gives Pennsylvania county taxpayers another option to lower property assessments
   It’s a common refrain heard in many communities throughout Allegheny County — I want the same lower property assessment as my next-door neighbor.
   County Common Pleas Judge Alan Hertzberg has cleared the way for homeowners to make just that argument, although in a much more sophisticated fashion. Read more
 
New Jersey stopped nearly 1 million fraudulent Anchor property-tax relief attempts
   New Jersey’s Division of Taxation last year blocked more than 900,000 attempts to fraudulently obtain Anchor property-tax relief benefits. That was a “significant increase” compared to the year before, officials said in budget documents.
   Now, many taxpayers applying for state-funded Anchor benefits are being asked to go through an additional level of identity checks as part of ongoing efforts to prevent fraud. Read more
 
Cook County property tax incentive taken advantage of by hundreds of landlords
   Hundreds of Cook County landlords each year are taking advantage of a property tax incentive designed to preserve and create affordable housing.
   The participating landlords are spread throughout Chicago and nearby suburbs, with the densest concentrations on the city’s South and West sides, especially neighborhoods considered ripe for gentrification such as South Shore.
   Some property owners, concerned about getting ensnared in a bureaucratic maze, were initially hesitant to join the program, but now say the incentives help keep units affordable and pay for needed renovations. Read more
 
Appraisal Institute CEO fired following ‘secret’ board meeting
   Cindy Chance, the CEO of the Appraisal Institute, was terminated during what she described as a “secret board meeting” on Thursday night that she was excluded from.
   The Appraisal Institute now faces a backlash from members who support Chance, a veteran nonprofit leader who joined roughly a year ago and pledged to make governance reforms and support the work of on-the-ground appraisers. Read more
 
GEO Group contests its for-profit prison's property assessment
   GEO Group Inc., owner of North Lake Correctional Facility in Lake County is contesting the 2024 assessed value of the property before the Michigan Tax Tribunal.
   Lake County Administrator Tobi Lake said in an email that he was notified that GEO Group is contesting their 2024 True Cash Value/State Equalized Value and Taxable Value to the Tax Tribunal. Lake said if GEO Inc. is successful in the Tax Tribunal, it will not only impact the county’s tax revenue, but also the seven special millage budgets that are already set for this year. Read more
