   Kamala Harris versus Donald Trump is the marquee contest for this November’s upcoming election, but homeowners versus property taxes will also be hotly contested in many states.
   Politicians in roughly a half-dozen states are prioritizing property tax reform to address consternation from residents over skyrocketing home values and growing bills.   
   Some have gone as far as pitching the elimination of property taxes altogether, and that could happen in at least one state this year if voters go along with it. Read more

Prices of burned-down properties in Lahaina spark conflict between land trust, sellers
   When the smoke alarm blared and their neighbors’ homes started catching on fire the night of Aug. 8, 2023, Rick and Judi Kimball got in their car and fled their Lahaina home of 16 years.
   After pushing through the smoke-filled darkness to the evacuation shelter at Maui Preparatory Academy, the Kimballs, both in their 80s, resolved that if the fire burned down their four-bedroom house on Lokia Street in Wahikuli, they weren’t going back.
   A year later, the Kimballs became the first residents to sell their burned property to the Lahaina Community Land Trust. Read more

Ontario property assessments have been paused for years, and who knows when they'll resume
   The Municipal Property Assessment Corporation (MPAC) used to assess every single property in Ontario every four years, but the provincial government put that process on hold when COVID hit — and it's not clear when it will begin again.
   The provincial non-profit corporation does the assessments and shares those values with municipalities so they can determine property and education taxes. The last provincewide assessment was carried out in 2016. Read more

Racial, social equity in assessments focus
of IAAO's Oct. 2 webinar
   IAAO's October webinar, “Racial and Social Equity in Assessments,” tackles the common perception that assessments are biased, specifically in terms of race or income.
   The focus is on correctly defining the problem; common problems with determining if bias exists; using appropriate data sources and analytic processes to identify racial or social bias in assessments; and remedial steps that can be taken to correct such bias if it is detected.
   The webinar, set for noon Central on Wednesday, Oct. 2, will be presented by Kevin Keene and is eligible for 1.5 CEU hours. The cost is $55 for IAAO members and $77 for nonmembers. Register here.
 
Conference wellness challenge winners announced 
   Winners of the IAAO Wellness Challenge at the 2024 Annual Conference in Denver were selected. Participants in the Wellness Challenge engaged in wellbeing activities and earned bonus points to help achieve points.
   Darcy Anderson of Williams County, North Dakota, won a $150 e-gift card and Janae Robbins, Unified Government of Wyandotte County, Kansas, and Brian Loughrey, Sarasota County, Florida each received a $75 e-gift card.
   All participants who reached 40,000+ cumulative points were entered into a random drawing for one of two $75 Dick’s Sporting Goods e-gift cards.
   The final top 10 on the leaderboard were entered into a random drawing for a $150 e-gift card to Dick’s Sporting Goods.
 
IAAO announces class of 2024 Fellows
   The IAAO Class of Fellows for 2024 was announced at the IAAO Annual Conference in Denver.
   Receiving the Fellows recognition were:

  • Kirk F. Boone, PPS, AAS, UNC School of Government, Chapel Hill, North Carolina
  • Edie McCarthy, town of Greenburg, New York

  • David Sanford, CAE, city of Chesapeake, Virginia
   IAAO created the Fellows program in 2018 to recognize individuals who have dedicated their careers to the development of our profession and made exceptional contributions to the association and the assessment industry.
   The program is known as the IAAO Fellows Program, and the International Association of Assessing Officers Fellows title is awarded annually to recognize the best of the best within our ranks.
 
Friday deadline for submitting GIS session proposals
   Friday, Sept. 6 is deadline for submitting proposals for the 2025 GIS/Valuation Technologies Conference, March 3-6 in Columbus, Ohio.
   IAAO and URISA will accept submissions until Friday for keynote, workshop, and presentation at the conference and links to submit are on the presentation page.
   The Conference Planning Committee is soliciting educational content and instructors for full- and half-day conference workshops.
   The educational program is developed through a peer review of submissions received. The members of the GIS/Valuation Technologies Conference Committee spend countless hours reviewing, debating and discussing submissions. More information
 
Register now for annual Legal Seminar in Chicago
   Registration is open for the IAAO Legal Seminar, set for Dec. 12-13 at the Swissotel in downtown Chicago.
   The theme for the seminar is "Navigating Change," and attendees will hear from industry experts on legal topics of interest to members of the assessment and property tax industry.
   Full session descriptions and a brochure will be available soon.
   Attendees will receive IAAO continuing education credits and IAAO will file for Continuing Legal Education credits for attendees requesting CLEs by Oct. 1. Register here.

International Research Symposium to focus on assessment innovation, collaboration, and AI
   Assessment innovation and collaboration with a focus on artificial intelligence will be the subject of the International Research Symposium, Dec. 4-5 at the Kimpton DeWitt hotel in Amsterdam.
   Registration for the event, hosted by IAAO and the International Property Tax Institute (IPTI), is now open.
   The IRS plans to showcase the latest research and developments that have tangible impacts on property tax appraisal accuracy and efficiency. Speakers will be from around the world, representing Canada, the Netherlands, Poland, Serbia, the United Kingdom, and the United States.
   Full details on programs are in the schedule. The registration fee for IAAO or IPTI members is €480 and €590 for nonmembers.

County assessors in Colorado offer mixed views
on property tax compromise
   County assessors from around Colorado offered their insights into the compromise legislation that lawmakers approved at the conclusion of a special session.
   The product of negotiations between Gov. Jared Polis, legislators, and the groups behind a pair of ballot initiatives seeking deeper property tax cuts, House Bill 1001 is relatively similar to the property tax bill that passed in the final days of the regular session in May but includes notable changes. Pinellas County property appraiser: Golf course
owners getting wrong tax exemption after quiet sale
   Residents across Florida are pushing back against more development, including people in the Tarpon Woods golf community in Pinellas County.
   They’re worried the golf course, which was quietly sold two years ago, could be converted from greenspace into more homes. Turns out, the Pinellas County property appraiser has some questions.
   “I just first found out about the unrecorded deed about a week ago,” Pinellas County Property Appraiser Mike Twitty said. Read more

Cooling off? Pittsburgh’s once-hot housing market moves to neutral
   Pittsburgh’s real estate market, once known for fierce bidding wars and lightning-fast home sales, is undergoing a notable shift.
   For the first time in years, agents say Pittsburgh’s housing market is showing signs of cooling down. Homes are taking longer to sell; price reductions are becoming more frequent; bidding wars are now a rarity, often occurring only after a price cut. Read more
 
The retired professor who still dreams of cutting Baltimore’s property tax
   Stephen Walters has been sounding the alarm for the better part of two decades: To save itself, he says, Baltimore must slash its property tax rate.
   “The surprising thing for me about this is how hard this has been, how long this has taken,” said Walters, who sat for an interview in the living room of his Charles Village house. “I should have given up years ago.” Read more
 
The hottest U.S. housing markets
   With inflation continuing to ebb and 30-year fixed mortgage rates declining below 6.5% for the first time in over a year, hopes are rising for a semifrozen housing market to thaw out even as the summer selling season draws to a close.
   In addition, given the historic settlement by the National Association of Realtors, encouraging more negotiations between buyers and sellers on the commission rates paid to real estate agents, reduced transaction costs could also translate into lower home prices. Read more
