gloomy government budget news stacks up in Austin, a state appeals
court ruling issued recently appears to erase a huge worry about the
state’s business franchise tax. The parent company of AMC movie theaters
sued the state over what it is allowed to include in non-taxable cost
of goods sold. An initial ruling in the company's favor in May 2015
contained what the state thought was an overly broad definition of
"costs."

lawmakers introduced legislation to prorate tax relief for those with
property damaged by the November wildfires. The legislation calls for
prorating the 2016 tax assessment for a homeowner or business owner's
property if the property was part of a FEMA certified disaster between
Sept. 1, 2016 and Dec. 31, 2016.

the unicameral this session, Sen. Lydia Brasch of Bancroft has proposed
a bill that could potentially reduce ag land valuations by about $2.2

County's representative in District 16, recently introduced LB 338, the
Agricultural Valuation Fairness Act.

will be up to the next General Assembly to decide whether Illinois
property-tax rates should be frozen, but a bill that passed in the
Illinois House gives backers hope that a freeze is politically possible.
House Bill 6630, filed by Rep. Mark Batinick, R-Plainfield, cleared the
House on Jan. 10 on a 76-24 vote, with 16 votes above the minimum
needed for passage. But it died in the Senate because time ran out.
