A
new bill may change how agricultural land is valued for tax purposes in
Nebraska. The bill, LB 338, was proposed by Gov. Pete Ricketts and
introduced on his behalf by Sen. Lydia Brasch of Bancroft. The
Agricultural Evaluation Fairness Act would base ag land values for
property tax purposes on the land's income potential, rather than sale
prices, as is currently the case.

current housing boom is certainly attributable to the 10-year tax
abatement, yet the very mention of it can lead to complaints that the
abatement favors the very rich — both buyers and developers. Real estate
agents and developers don't see it that way. In fact, at a fall meeting
of the Building Industry Association of Philadelphia, members not only
vowed to support the tax abatement but also advocated that it be
expanded.

Urban Milwaukee
With
a resolution recently adopted by the Milwaukee Common Council, the city
joins municipalities across the state and nation in a fight against a
legal loophole allowing large corporations to massively reduce their
property taxes. The "dark store loophole" allows big-box stores to have
buildings with active business assessed at the same value as a
similarly-sized vacant buildings, seriously reducing their property
taxes.

Indiana Tax Court has reversed an educational property tax exemption
for a Carmel daycare after finding that the land's owner failed to
properly compare the total time the property was used for educational
purposes against the total time the daycare utilized the land. In
Hamilton County Assessor v. Charles E. Duke, Charles Duke incorporated
the Little Lamb Daycare Inc. as a for-profit corporation and opened the
daycare on his property in Carmel.
