The
National Association of Counties (NACo) recently released its fourth
edition of the County Economies report, which identifies growth and
recovery patterns for 2016 by examining annual changes in jobs,
unemployment rate, economic output (GDP) and median home prices. This
NACo report finds many counties have returned to or surpassed
pre-recession levels on several indicators, but some counties lag behind
and economic growth is happening at a slower pace than in 2015. It also
highlights how almost one in four county economies closed their
unemployment gap in 2016 and that counties swinging Republican in 2016
had weaker job recoveries than county economies overall.

Appleton Post-Crescent
If
tax refunds from Appleton to large retailers using what's known as the
"dark store" tax loophole continue, homeowners and small business owners
could see their property taxes increase another $140 a year, according
to City Assessor DeAnn Brosman. In response to what Brosman calls an
"onslaught" of lawsuits by retailers such as CVS or Target to have the
city assess their occupied property values like vacant storefronts, city
officials are poised to take a stand against the practice.

Lawmakers
might ask Oregonians to reconsider part of their 1990s-era property tax
revolt — and perhaps get a tax break in return. Their proposal would
unwind a 1997 rewrite of the property tax system that effectively
divorced property taxes from home values to guard tax rates against hot
market surges.

Over
the past six years, thousands of people in Boston who claimed the
residential exemption on their property taxes did not qualify for those
savings — in some cases, thousands of dollars annually — city records
show. Even worse: There's nothing the city can do to recover those
funds. Many of those homeowners had up to a $2,000 exemption on their
annual property tax bills.

Texas lawmakers are prioritizing taxpayer relief this legislative
session, which began in January, but some local government officials are
worried about what it could mean for their budgets. The main attempt to
reform the property tax system this session comes from Sen. Paul
Bettencourt, R-Houston. Bettencourt filed Senate Bill 2, the Texas
Property Tax Reform and Relief Act, on Nov. 29. It was given top

governments to impose property/building tax on mobile telecommunication
towers has brought great relief to various local bodies which are facing
serious funds crunch. The verdict will come in handy for certain local
bodies and the state government in their legal fight against mobile
tower operators who had challenged the imposition of property/building
taxes on them.
