The Guide to Real Property Demonstration Appraisal Report Writing (Guide)
is provided by IAAO to aid candidates with the most challenging,
time-consuming and deeply rewarding requirement for attaining an IAAO
Professional Designation. There are now three new Guides
available for CAE or RES candidates, each tailored to the type of report
to be prepared: residential, income-producing and mass appraisal. Guides
can be found on IAAO’s website, and each one provides the requirements
of form and content necessary for the preparation of an acceptable real
property demonstration report.

IAAO’s Legal Committee is accepting presentation submissions for the
Legal Seminar, an event which covers substantive and procedural
developments in law that affect property assessment. Desired topics
include case law updates, unique valuation problems, national trends and
issues in valuation, public policy and ethics. The deadline to submit a
200-word abstract is March 31, 2016.

IAAO members Michael Brady and Richard Sanderson are studying approaches
to resolving disputed tax assessments online and they need your
involvement. They are currently collecting information from assessors,
vendors and others who might be able to contribute data and participate
in surveys. This is the first project funded by a grant from IAAO’s
Friends of the Paul V. Corusy Memorial Library Trust Fund.

Kansas Supreme Court struck down a law that shielded some residents
from property tax hikes, ruling it unconstitutionally granted
preferential treatment to “a discrete group of taxpayers.”
Twenty-one Kansas counties asked the court last year to consider the
constitutionality of a state law passed by the Legislature in 2014 that
imposed a two-year moratorium on increases in tax valuation for citizens
who requested, and won, a valuation appeal.

abrupt increase in the property tax bills of some farmers in town is
raising questions about how the town assesses agricultural land for
taxes.
Farmers last year were surprised to find that the amount of property tax
they owed the town had doubled.
The sudden increase came after the town’s assessor corrected a
decade-long mistake in farmland valuation. But landowners weren’t told
about the change.

capping of a massive gas leak brought relief to the Porter Ranch
community. But as thousands of displaced residents return to their
homes, many are worrying if their property values have taken a big hit.
The four-month leak in Aliso Canyon laid bare that Porter Ranch is near
an enormous natural gas storage reservoir and that leaking wells can
make life in the community unpleasant. The question is whether those
facts will mean declining real estate prices in the upscale,
master-planned community.

who are passive-aggressive. Our work is very complicated, with so many
obstacles, from the instability and unpredictability of funding; to
