New Pilot: Workshop 854 — CMS Case Problem Review

IAAO will pilot the new Workshop 854 — CMS Case Problem Review in Little
Rock, Arkansas, May 16-17, 2016. Workshop 854 provides a comprehensive
review of the methods and applications of cadastral mapping and is great
preparation for the CMS Case Problem Exam that is a requirement for the
Cadastral Mapping Specialist (CMS) designation. Participants are to
have had IAAO’s two mapping science courses and experience in cadastral

There could be some relief in sight for local governments that were
losing tax revenue due to the so-called “dark box” valuation method of
commercial property in their counties.
Lawmakers, shortly before adjourning the 2016 session of the Indiana
General Assembly, easily passed and sent to the governor a bill
establishing a property valuation method known as “market segmentation,”
in which property types would be evaluated based on where they fall
into specific market classes.

Assessor Jeffrey Prang said he will review the values of properties
affected by lead and other contamination from the Exide battery
recycling plant in Vernon to see if any tax relief could be offered to
their owners.
“I have deep concern for those affected by Exide’s contamination of
their property,” Prang said. “It is my responsibility to ensure all
properties are fairly assessed and provide tax relief when warranted.
Consequently, I have ordered my office to identify any and all avenues
to help property owners during this difficult time.”

NPQ covered Oklahoma’s “crazy quilt” of nonprofit sales tax exemptions,
and we have also been following the questioning of the property tax
exemptions for nonprofit hospitals and universities occurring in New
Jersey and elsewhere. In general, it appears that looking at the
taxability of nonprofits is all the rage lately.
In Louisiana, where a budget hole projected to be approximately $900
million will have opened up by the end of the fiscal year, the state is
looking for savings everywhere and part of the budget plug may come from
nonprofits.

Wisconsin Supreme Court has accepted eight cases for its upcoming
session and one of them is an assessment challenge that has bedeviled
the City of Racine and its attorneys for the past three years.
In a notice sent, court administrators stated that the justices will be
taking up the case of Regency West, LLC vs. The City of Racine in hopes
of examining the law “related to the appropriate methodology for
assessing low-income housing developments.”

the Gateway Hotel has caused an argument between the city and the
hotel’s owners about the business’s ability to locate a non-profit
organization on land to receive tax exempt status.
The Gateway Hotel was sold to a group of investors referred to as the
Friends of Iowa State University Hotel Holdings L.L.C. in 2011.

Trans-Alaska Pipeline.
The state, the owners of the pipeline and the municipalities it goes
through agreed on a value of $8 billion. The number affects how much
property-tax revenue communities along the pipeline receive and how much
the owners pay.

Minnesota Supreme Court will hear arguments in an ongoing legal dispute
between Blandin Paper Co. and several Northland counties over the
valuation of more than 187,000 acres of forestland. The state's highest
court placed the case — involving property taxes on more than 4,600
individual land parcels in St. Louis, Itasca, Aitkin and Koochiching
counties — on its docket for April.
