The IAAO 2016 Assessment Industry Compensation Survey,
performed by Readex Research, is now available. Results include IAAO
members reporting higher median annual base salaries than nonmembers,
nearly half (48 percent) of employed respondents saying they plan to
retire or leave the industry within nine years and much more. The survey
provides information from approximately 3,000 respondents on
compensation and provides an in-depth analysis by job descriptions,
experience, education level and size of jurisdiction. This report is the
first of its kind in 20 years, and it is available as a printed book or
eBook through the IAAO online store.

property owners could be in for some sticker shock when they receive
the city's new property assessments in mid-April. The taxable portion of
the assessed value of Philadelphia's 60,000 commercial, industrial and
hotel buildings, as well as other nonresidential properties, went up by
50 percent — from $30.23 billion to $45.3 billion — with the
reassessments.

Texas Senate has approved a controversial bill that seeks to curb the
growth in property taxes that local government agencies like cities and
counties levy on landowners. Senate Bill 2, which passed in an 18-12
vote, could require taxing entities to hold an election if the amount of
operating and maintenance funds they plan to collect from property
taxes is, in general, 5 percent more than what they took in the previous
year.

and county governments would be able to approve larger increases in
property taxes without asking voters' permission, under a bill approved
by the House committee that oversees tax policy. On a party-line vote,
the House Finance Committee approved a bill that would create a new
formula to replace the 1 percent property tax levy lid approved first by
voters and later by the Legislature.

Illinois'
not-for-profit hospitals can continue to skip paying property taxes,
for now, after an Illinois Supreme Court decision that follows years of
battles between hospitals and municipalities over those dollars. The
state Supreme Court on March 23 vacated the ruling of a lower court,
which had found that an Illinois law exempting not-for-profit hospitals
from paying property taxes was unconstitutional.

Sindh
government will start a technology-enabled survey from the next month
to freshly determine property values across the province in a bid to
ramp up tax revenue from the real estate sector, a senior official said.
Director General Shoaib Siddiqui of the Sindh excise and taxation
department said the provincial government signed an agreement with a
third party to launch a GIS-based survey in Sukkur as the pilot project
in the first week of April.
