Government is to blame for tax-dodging property deals that allowed
former British Prime Minister Tony Blair to avoid a £312,000 stamp duty
bill, a leading business advisory firm has claimed. Blick Rothenberg
believes that almost “a decade of tinkering with property tax rules” has
led to people like Blair and Russian billionaires being able to avoid

Effective leader workshop registration deadline is Friday
Registration
has been extended until Friday, Oct. 22, for the online Emotionally
Effective Leader Workshop, which will take place from noon to 4 p.m.
Central on Nov. 3, 4, 17, and 18. The program topic will be “Building
Diversity, Equity and Inclusion from a Foundation of Emotional
Intelligence.” The workshop will provide attendees with a deeper
understanding of emotional intelligence as well as a key set of tools to
be a well-rounded leader. The cost to register is $225 for IAAO members
and $365 for nonmembers. More information
Legal Seminar early registration deadline is Nov. 1
Nov.
1 is the early registration deadline for the IAAO Annual Legal Seminar,
Dec. 2-3, in Fort Lauderdale, Florida. The seminar will cover topics of
interest to members of the assessment and property tax industry.
Registration fees are $500 for members and $700 for nonmembers until
Nov. 1 and then increase to $550 and $750. The seminar will take place
at The Dalmar Hotel and attendees may reserve rooms by Nov. 1 for $195
per room, based on availability. IAAO professional designees can earn
recertification credit (13.5 hours) for attending the seminar. The hotel is following local and state guidelines regarding COVID-19 and is requiring hotel staff and guests to wear masks. Read more
Continuing education credits for in-person and virtual conference attendees posted
IAAO Continuing Education credits for the 2021 Annual Conference in
Chicago have been posted for in-person and virtual attendees. Members
can view the credit by logging in to their accounts and clicking
on “My Account,” then “View My IAAO Transcript.”
Virtual instructor workshop set for March 3-5; registration deadline is Dec. 31
Registration
is now open for the Virtual Instructor Evaluation Workshop (IEW) for
prospective instructors interested in being certified to teach IAAO
courses live online. The Virtual IEW is an intensive three-day event
taking place March 3–5, 2022, and offers potential instructors the
opportunity to showcase instructional skills and abilities when
delivering IAAO educational material virtually. Before participating in
this event, IAAO recommends that potential instructors have experience
in both public speaking and in managing live online sessions using a
virtual platform such as Zoom. The Virtual IEW is open to both current
and prospective IAAO instructors who have a passion for teaching and
developing others in the assessing profession and want to be certified
to teach IAAO courses virtually. Registrants must have completed and
passed the course(s) required in the section for which they are
registering, be an IAAO member in good standing, and meet the
requirements for prospective instructors as outlined in the IAAO

IAAO elections Nov. 1-15; candidates, bylaw changes on ballot
IAAO elections take place Nov. 1-15 via email. Regular members will vote
on candidates for President-Elect, Vice President, and Region
representatives, along with whether to approve the proposed changes to
the bylaws. IAAO Bylaws changes on the ballot include: (1) a change to
the Association’s mission, (2) updating the professional conduct rules,
and (3) establishing the President-Elect as Treasurer in addition to
serving as Chair of the Finance Committee. Associate members will vote
only on the candidates for the Associate Board member. Read more

Estonia
has the lowest property taxes in the European Union, it appears from a
short report by the parliament's Foresight Center. “Estonia's tax system
is largely based on labor and consumption taxes, whereas property taxes
have been used modestly for funding the society's expenditures,” expert
for the center Magnus Piirits said. “Property taxes account for almost
5% of EU states' tax revenues. If property taxes had been levied at the
same level in Estonia as on the average in the European Union, over 530
million euros more would have flown into the 2019 state budget.” Read more
Desktop
appraisals, a temporary flexibility implemented in March 2020 to keep
the mortgage industry afloat amid lockdowns and social distancing, will
become permanent, the Federal Housing Finance Agency said Monday. Sandra
Thompson, acting director of the FHFA, said both Fannie Mae and Freddie
Mac will allow appraisals to be conducted remotely, using public
records such as listings and tax appraisals, for purchase loans starting

York City’s office buildings saw their first decline in property values
in over two decades as the pandemic shuttered businesses and sent
thousands of workers home, raising serious questions about the health of
the city’s finances. The pandemic “wiped out years of growth in New
York City’s office sector,” the report says. It erased nearly $28.6
billion in market value from the city’s 463 million square feet of
inventory, and cost more than $850 million in property taxes in the
city’s fiscal 2022 budget. Read more
