Amy Rasmussen, RES, AAS
Amy Rasmussen, RES, AAS is immediate Past President of IAAO. Outside of IAAO Ms. Rasmussen is Chief Deputy Assessor for the Riverside County Assessor/County Clerk/Recorder.
She has previously served as IAAO President-Elect in 2019, Vice-President in 2018, and was on the IAAO Board from 2014-2016. In addition, her IAAO service includes serving as Chair of the Professional Development Committee; as a Subject Matter Expert for the USPAP Committee; a member of the Budget Committee, Technology Special Committee; Vision 2020 Committee, and Planning and Rules Committee; and as a Senior Specialty Instructor, Professional Advisor, and an IAAO Representative.
She has also served as a board member of the Iowa Real Estate Appraiser Examining Board and as vice chair from 2008-10; and was on the Board of Directors of the Institute of Iowa Certified Assessors. She has achieved the IAAO Assessment Administration Specialist and Residential Evaluation Specialist designations; and the Certified Public Manager; Iowa Certified Assessor, and Certified Residential Real Property Appraiser.
She received a Master of Public Administration in Public Policy from Drake University and a Bachelor of Science, Psychology from Iowa State University.
L. Wade Patterson
L. Wade Patterson is the IAAO President. He is a retired county assessor in Garfield County, Oklahoma, and was IAAO president-elect for 2021.
His IAAO involvement and leadership work include having been a member of the Governance Committee, the Board of Directors, the Budget Committee, the Exhibitors Advisory Council, the USPAP Committee, the Executive Director Search Committee, the Infrastructure Review Committee, and was a past chair of the Communications Committee. He also served as a past president of the Oklahoma IAAO Chapter and received its George Keyes award in 2013.
Wade was active in state leadership roles in Oklahoma, representing Gov. Mary Fallin on the Task Force on Comprehensive Tax Reform, as well as being appointed to the State Geographic Information Systems Council by former Gov. Brad Henry, and to the State Board of Equalization Subcommittee by Gov. Kevin Stitt.
He served in various roles in the Oklahoma Assessor's Association: as president, a member of its board of directors, and chair of four of its committees.
Patrick Alesandrini, CAE, RES
Patrick Alesandrini, CAE, RES, is the IAAO President-Elect and is the Hillsborough County, Florida, Chief Deputy Property Appraiser. He works in the office of Bob Henriquez and served last year as the Vice President of IAAO.
Pat is a senior IAAO instructor and is approved to teach over 25 courses, workshops, and seminars. He served on the IAAO Board from 2016-2018 and has served on numerous committees and task forces.
He has a strong passion for the diversity, equity, and inclusion efforts of IAAO and has worked diligently to promote these issues throughout the industry.
Pat also has his MAI and SRA designations, is a Florida state-certified general real estate appraiser, and a certified USPAP instructor. He and his wife, Mary, have been married for 42 years, have a daughter Elizabeth, and enjoy boating, traveling, and cooking together.
Debra McGuire, MBA, IOM, CAE
Debra McGuire, MBA, IOM, CAE is the Executive Director of IAAO, joining in January 2021.
Previously Ms. McGuire served as Founder and CEO of Association Interim Solutions in Dallas. She has also served as President & Chief Executive Officer of the American Fire Sprinkler Association; CEO and Executive Vice President of the American Academy of Family Physicians-Michigan Chapter; and Director of Education and Communications for the Michigan Townships Association.
She earned her Master of Business Administration from Cornerstone University and her Bachelor of Arts degree from Michigan State University.
She also completed the Institute of Organizational Management program at the University of Notre Dame and achieved the Certified Association Executive designation from the American Society of Association Executives.
Rebecca Malmquist, CAE
Rebecca L. Malmquist, CAE is the IAAO Vice President. Outside of IAAO she is city assessor in Minneapolis, and has been a member of IAAO since 2000.
She served on the IAAO Board from 2018 to 2020 and co-founded IAAO's Women's Initiative Network.
In addition to serving on multiple committees and task forces, she has been an instructor since 2015 and has authored and instructed sessions at annual conferences and GIS/CAMA conferences. Her IAAO awards include the Matylda Zurowska Hudak Member of the Year Award in 2018, and she is a four-time winner of the John A. Zangerle Award as managing editor of MAAO's Equal Eyes magazine.
She is a Certified Assessment Evaluator and a Minnesota Senior Accredited Assessor. She holds a Bachelor of Arts in urban and regional studies and geography from the University of Minnesota-Duluth.
Kara Endicott, CAE, RES
Kara Endicott, CAE, RES is a member of the IAAO Board of Directors, representing Region 1. Outside of IAAO she is Real Property Valuation Manager in Johnson County, Kansas.
She has been an IAAO member since 2003, earned multiple designations and has served on several committees and task forces and is an instructor.
She most recently has been working on the Education Committee to update current IAAO material, to produce new, relevant offerings.
She holds a Bachelor of Arts degrees in theater arts and in communication.
Brian Gay
Brian Gay is a member of the IAAO Board of Directors, representing Region 2. Outside of IAAO he is a Managing Director with Suncorp Valuations.
Mr. Gay has had many leadership roles with IAAO, including being a founding member and past president of the IAAO BC chapter; an Equivalency Task Force member; conference speaker and volunteer; Emerging Leadership Summit inaugural participant; a U40 advocate and member; a Professional Development Committee member; IAAO representative; Executive Director Search committee member and an in-state instructor.
He holds a BSc (honors) degree in Estate Management from Heriot Watt University, Edinburgh, Scotland; a post-graduate certificate in project management from Royal Roads University, British Columbia; Alternative Dispute Resolution certification from the Sitt Feld Group, MRICS (Chartered Valuation Surveyor) designation from RICS, Accredited Professional Appraiser (AACI P. App) from the Appraisal Institute of Canada and the Certified Internal Auditor designation from the Institute of Internal Auditors.
He is currently working on his Masters in Interdisciplinary Studies at Royal Roads University, British Columbia and is completing his IAAO CAE designation.
Greg Hutchinson
Greg Hutchinson is a member of the IAAO Board of Directors, representing Region 3. Outside of IAAO he is the tax assessor for Howell Township, New Jersey.
He served on the IAAO Nominating Committee in 2020 and has presented at IAAO annual conferences in 2019, 2020, and in 2021.
He is the Northeastern Regional Association of Assessing Officers immediate past vice president and a current member of its board of directors and has been president, vice president, and secretary of the New Jersey Chapter of IAAO.
He holds a Bachelor of Science in geography and land use and a certificate in GIS from Shippensburg University in Shippensburg, Pennsylvania.
William Healey, RES
William Healey, RES, is a member of the IAAO Board of Directors, representing Region 3. Outside of IAAO he is the Chief Assessor for the City of Lewiston, Maine.
He has been a member of IAAO for over 20 years and a certified Maine Assessor for 22 years. He served on the IAAO Membership Services Committee in 2008 and as Chair in 2012 and 2013.
Mr. Healey also served as assessor for the Towns of Cumberland, Yarmouth, and Scarborough, Maine. He is involved with the Maine Association of Assessing Officers, an IAAO Affiliate, serving as Education Chair for the past 15 years, and is in his second stint as president. He's also a member of Northeastern Regional Association of Assessing Officers and served its Vice President in 2010. He was appointed to the IAAO Membership Services Committee in 2008 and served as Chair in 2012 and 2013. He also served on the IAAO Membership Committee in 2018 and 2019.
G. Cecil Jackson, Jr., RES, AAS
G. Cecil Jackson, Jr. RES, AAS, is a member of the IAAO Board of Directors, representing Region 3. Outside of IAAO he is the Chief Appraiser for Palm Beach County, FL.
He has been a member of IAAO for 26 years, was Chair of the IAAO Professional Development Committee in 2019, and holds the IAAO Residential Evaluation Specialist (RES) and Assessment Administration Specialist (AAS) designations.
He received the IAAO 2019 Verne W. Pottorff, CAE, and Professional Designee of Year awards at the 2019 IAAO Annual Conference in Niagara Falls, Ontario, Canada
He earned his Bachelor of Science Degree, with a concentration Public Administration from Appalachian State University.
Dinah L. Kilgore
Dinah L. Kilgore is a member of the IAAO Board of Directors, representing Region 1. Outside of IAAO she is Executive Director/ Chief Appraiser for the El Paso Central Appraisal District in El Paso, Texas.
She has been a member of IAAO 12 years, and has served on the IAAO CEAA and Education Committees, and the Women's Initiative Task Force. She is also a mentor for CEAA submissions.
She is also a member of the Texas Association of Assessing Officers (TAAO): Past President El Paso Chapter; Texas Association of Appraisal Districts (TAAD): president, president elect, vice-president, Treasurer; TAAD / IAAO Chapter: Member; Metropolitan Council of Appraisal Districts (METRO): past chair.
Bobby T. Lee, Esq., AAS
Bobby T. Lee, Esq., AAS is a member of the IAAO Board of Directors, representing Region 2. Outside of IAAO he is a lawyer in Mt. Juliet, Tennessee.
He worked for the Tennessee Comptroller of the Treasury for 30 years before retiring to start his law practice. He has been an IAAO member since 1994 and holds the AAS designation
He served as president of the Tennessee Chapter of IAAO in 2010. He has served five terms on the IAAO Legal Committee/Legal Task Force, and was its chair in 2020 and 2021. He served as IAAO state representative for Tennessee for several years and is a senior specialty instructor for IAAO.
Marcy Martin, AAS
Marcy Martin, AAS, is a member of the IAAO Board of Directors, representing Region 1. Outside of IAAO she is the Real Property Tax Administrator for the County of Maui in Hawaii.
She earned a Bachelor of Arts in mathematics at San Diego State University and has been an appraiser in Maui County since 1990, with 21 of those years in the assessment field and nine in private appraisal practice.
Ms. Martin has been an IAAO member for 10 years and earned the Assessment Administration Specialist designation in 2013. Maui County earned the Certificate of Excellence in Assessment Administration in 2018. Ms. Martin has served on the Professional Development Committee for the past two years.
Terry Taylor, CAE, RES, AAS
Terry Taylor, CAE, RES, AAS, is a member of the IAAO Board of Directors, representing Region 3. Outside of IAAO he is Orange County, Florida, Director of Real Estate Residential Assessment.
Mr. Taylor has been an IAAO member since 2008, is a Senior Instructor, and has served as a member and chair of the Member Recognition Committee; served on the Professional Development Committee, the International CEAA Task Force; was Chair of the International Designation Equivalency Task Force; and is a Professional Designation Advisor and a CEAA Mentor.
He also won the IAAO Instructor of Excellence Award in 2019; the IAAO Ian McClung CAE Global Award in 2019; and was a co-author of an article in Fair+Equitable magazine in 2018.
He has been a member of the IAAO Florida Chapter since 1993, and has served on and chaired its Real Property Committee. He was Florida Chapter Member of the Year in 2019.
Mr. Taylor earned his degree in business administration at the University of Central Florida.
Ryan Cavanah, CAE
Ryan Cavanah is a member of the IAAO Board of Directors, representing Associate members. Outside of IAAO he is a national sales manager for Tax Management Associates Inc. in White Pine, Tennessee. He has been an IAAO member since 2006. He has earned the IAAO designations of RES and CAE and is a Tennessee Master Assessor.
He has served as the president of the Tennessee Chapter of IAAO, and a member of the USPAP Committee, and is on the IAAO Professional Development Committee.
Before his current position at TMA, he was a Project Manager for Patriot Properties after serving as an Appraisal Specialist with the State of Tennessee.
