Rebecca Malmquist, CAE
Rebecca L. Malmquist, CAE is the IAAO President in 2024. Outside of IAAO she is City Assessor in Minneapolis, and has been a member of IAAO since 2000.
She served as an IAAO Board member from 2018-20, was IAAO Vice President in 2022, President-Elect/Treasurer in 2023, and co-founded IAAO's Women's Initiative Network.
In addition to serving on multiple committees and task forces, she has been an instructor since 2015 and has authored and instructed sessions at annual conferences and GIS/CAMA conferences. Her IAAO awards include the Matylda Zurowska Hudak Member of the Year Award in 2018, and she is a four-time winner of the John A. Zangerle Award as managing editor of MAAO's Equal Eyes magazine.
She is a Certified Assessment Evaluator and a Minnesota Senior Accredited Assessor. She holds a Bachelor of Arts in urban and regional studies and geography from the University of Minnesota-Duluth.
Donna VanderVries, CAE, AAS, PPS, Esq.
Donna VanderVries, CAE, AAS, PPS, Esq. is the 2024 President-Elect/Treasurer of the IAAO. Outside of IAAO she is Equalization Director for Muskegon County, Michigan.
She has been an IAAO member since 2001 and has served on the Board from 2019-2021, and was Vice President in 2023. She also served on the IAAO Goverance, Finance, Planning and Rules, and Profession Development Committee, along with the Professional Designations Subcommittee, and as an IAAO Representative.
She has served on the Appraisal Foundation Appraisal Practices Board and Appraiser Qualifications Board; the Mid-Michigan Association of Assessing Officers Board; the Michigan Assessors Association Board; and the Michigan Association of Equalization Directors Board.
She received an accounting degree from Wright State University, a law degree from Ohio State University; and a Masters degree in Tax from the University of Cincinnati. She has achieved the following IAAO designations: Assessment Administration Specialist (AAS), Certified Assessment Evaluator (CAE), and Personal Property Specialist (PPS). She also has received the Accredited Senior Appraiser from the American Society of Appraisers and is a Certified General Appraiser and a Michigan Master Assessing Officer, as well as a CPA and attorney.
She has served as Equalization Director for more than 15 years and also has served as an adjunct professor for 18 years.
William Healey, RES
William Healey, RES is the 2024 Vice President of the IAAO Board of Directors. Outside of IAAO he is the Chief Assessor for the City of Lewiston, Maine.
He has also served as Assessor for the Towns of Cumberland, Yarmouth, and Scarborough, Maine.
Mr. Healey has been an IAAO member for more than 25 years and earned the Residential Evaluation Specialist designation in 2019. He has served on the Board of Directors from 2020 through 2022, the Membership Services Committee, two years as Chair, the Ethics Committee, Nominating Committee, and the Governance Committee. He also served two terms as President for the MAAO and Vice President of the Northeastern Regional Association of Assessing Officers (NRAAO)
Patrick Alesandrini, CAE, RES
Patrick Alesandrini, CAE, RES, is the 2024 IAAO Past President and is the Hillsborough County, Florida, Chief Deputy. He works in the office of Bob Henriquez and served last year as the President-Elect/Treasurer of IAAO.
Pat is a senior IAAO instructor and is approved to teach over 25 courses, workshops, and seminars. He served on the IAAO Board from 2016-2018 and has served on numerous committees and task forces.
He has a strong passion for the diversity, equity, and inclusion efforts of IAAO and has worked diligently to promote these issues throughout the industry.
Pat also has his MAI and SRA designations, is a Florida state-certified general real estate appraiser, and a certified USPAP instructor. He and his wife, Mary, have been married for 43 years, have a daughter Elizabeth, and enjoy boating, traveling, and cooking together.
Dwane Brinson, CAE, RES, AAS
Dwane Brinson, CAE, RES, AAS is a member of the IAAO Board of Directors, representing Region 3. Outside of IAAO he is the Tax Administrator for Durham County Tax Administrator's Office in Durham, North Carolina.
He earned a Bachelor of Science degree from the University of Mount Olive, an MBA from Campbell University, and an MPA from the University of North Carolina-Chapel Hill.
Mr. Brinson has been an IAAO member for more than 15 years and earned the Certified Assessment Evaluator, Assessment Administration Specialist, and Residential Evaluation Specialist designations. He has served on the IAAO Scholarship Committee, the Professional Designations Subcommittee, and the Professional Development Committee. In 2021 the Durham County Tax Administrator's Office earned the Certificate of Excellence in Assessment Administration (CEAA).
Roderick Conley, AAS, RES
Roderick Conley, AAS, RES is a member of the IAAO Board of Directors, representing Region 2. Outside of IAAO he recently became the Chief Appraiser for Fulton County in Georgia.
He has earned both the IAAO Assessment Administration Specialist (AAS) and the Residential Evaluation Specialist (RES) designation and served on the 2022 IAAO Diversity and Inclusion Task Force. He is a member in good standing with the local chapter, the Georgia Association of Assessing Officials (GAAO) and has earned the Georgia Certified Appraiser (GCA) designation. He served on the Executive Board as the Southeast District Representative of GAAO from 2016 to 2020.
In 2021, under Roderick's administration at the Chatham Board of Assessors, the jurisdiction received the Certificate of Excellence in Assessment Administration (CEAA) designation from IAAO.
Kara Endicott, CAE, RES
Kara Endicott, CAE, RES is a member of the IAAO Board of Directors, representing Region 1. Outside of IAAO she is Real Property Valuation Manager in Johnson County, Kansas.
She has been an IAAO member since 2003, earned multiple designations and has served on several committees and task forces and is an instructor.
She most recently has been working on the Education Committee to update current IAAO material, to produce new, relevant offerings.
She holds a Bachelor of Arts degrees in theater arts and in communication from Kansas State University.
Lloyd Funk, CAE
Lloyd Funk, CAE is a member of the IAAO Board of Directors, representing Region 2. Outside of IAAO he is the Director of Assessment Services, Provincial Municipal Assessor in Winnipeg, Manitoba.
He has more than 28 years experience in the field of property assessment includes 13 years as a frontline property assessor inspecting and determining assessments for residential, farm and ICI (Industrial, Commercial and Investment) properties.
He earned a Bachelor of Science degree from the University of Mount Olive, an MBA from Campbell University, and an MPA from the University of North Carolina-Chapel Hill.
Mr. Funk has been an IAAO member for more than 10 years and earned the Certified Assessment Evaluator designation. He has served on IAAO committees and task forces including Chapters and Affiliates, Membership, Designation Equivalencies, and Diversity and Inclusion.
Greg Hutchinson
Greg Hutchinson is a member of the IAAO Board of Directors, representing Region 3. Outside of IAAO he is the tax assessor for Howell Township, New Jersey.
He has been an IAAO member since 2014 and served on the IAAO Nominating Committee in 2020 and has presented at IAAO annual conferences in 2019, 2020, and in 2021.
He is the Northeastern Regional Association of Assessing Officers immediate past vice president and a current member of its board of directors and has been president, vice president, and secretary of the New Jersey Chapter of IAAO.
He holds a Bachelor of Science in geography and land use and a certificate in GIS from Shippensburg University in Shippensburg, Pennsylvania.
Alvin Lankford, CAE, AAS
Alvin Lankford, CAE, AAS, is a member of the IAAO Board of Directors, representing Region 1. Outside of IAAO he is the Chief Appraiser for the Williamson Central Appraisal District in Georgetown, Texas.
Mr. Lankford has been an IAAO member for more than 15 years and earned the Certified Assessment Evaluator (CAE) and Assessment Administration Specialist (AAS) designation. He has served on the IAAO Professional Development Committee and Guided Demonstration Appraisal Task Force.
He also has earned the Texas Registered Professional Appraiser (RPA), the Texas Certified Chief Appraiser (CCA), and a Bachelor of Arts in political science from Southwest Texas State University.
Bobby T. Lee, Esq., AAS
Bobby T. Lee, Esq., AAS is a member of the IAAO Board of Directors, representing Region 2. Outside of IAAO he is a lawyer in Mt. Juliet, Tennessee.
He worked for the Tennessee Comptroller of the Treasury for 30 years before retiring to start his law practice. He has been an IAAO member since 1994 and holds the AAS designation
He served as president of the Tennessee Chapter of IAAO in 2010. He has served five terms on the IAAO Legal Committee/Legal Task Force, and was its chair in 2020 and 2021. He served as IAAO state representative for Tennessee for several years and is a senior specialty instructor for IAAO.
Kevin Prine, RES, AAS, CAE
Kevin Prine, RES, AAS, CAE is a member of the IAAO Board of Directors, representing Region 3. Outside of IAAO he is Chief Deputy City Assessor in Suffolk, Virginia
He is a graduate of the LEAD (Leading, Educating, and Developing) Program for Local Government Leaders at the University of Virginia; and earned a Master’s Degree in Public Administration and Bachelor’s Degree in Business Management from Old Dominion University.
Mr. Prine has been an IAAO member for more than 13 years and earned the Assessment Administration Specialist, and Residential Evaluation Specialist designations. He has served as Chair of the Chair - Professional Development Committee; was a member of the Nominating, Education and Professional Development Committees; the Executive Director Search Task Force and U40/Launch Pad Leadership.

Ryan Cavanah, CAE
Ryan Cavanah is a member of the IAAO Board of Directors, representing Associate members. Outside of IAAO he is a national sales manager for Tax Management Associates Inc. in White Pine, Tennessee. He has been an IAAO member since 2006. He has earned the IAAO designations of RES and CAE and is a Tennessee Master Assessor.
He has served as the president of the Tennessee Chapter of IAAO, and a member of the USPAP Committee, and is on the IAAO Professional Development Committee.
Before his current position at TMA, he was a Project Manager for Patriot Properties after serving as an Appraisal Specialist with the State of Tennessee.
