Amy Rasmussen, RES, AAS is President of IAAO for 2020. Outside of IAAO Ms. Rasmussen is Chief Deputy Assessor for the Polk County, Iowa, Assessor's Office. She has previously served as IAAO President-Elect in 2019, Vice-President in 2018, and was on the IAAO Board from 2014-2016. She has also served as a board member of the Iowa Real Estate Appraiser Examining Board and as vice chair from 2008-10; and was on the Board of Directors of the Institute of Iowa Certified Assessors. She has achieved the IAAO Assessment Administration Specialist and Residential Evaluation Specialist designations; and the Certified Public Manager; Iowa Certified Assessor, and Certified Residential Real Property Appraiser. She received a Master of Public Administration in Public Policy from Drake University and a Bachelor of Science, Psychology from Iowa State University.

Gloria Cotton, Inquest
Gloria Cotton is a senior partner at Inquest and an expert human resources and organizational development professional. She has over 25 years of experience working with corporate, non-profit, union, non-union, and government entities. She is committed to helping individuals, teams, and organizations create and sustain environments where all people can be and do their best. Gloria graduated from Loyola University Chicago where she earned a B.S. in psychology. She holds both MBTI and Social Style certification, among other credentials.

Fritz Kaegi, Cook County (Illinois) Assessor's Office
Fritz Kaegi is the Cook County Assessor. Prior to beginning his career in Cook County government, Fritz spent more than 20 years valuing assets as a financial manager and analyst. In his 13 years at Columbia Wanger Asset Management, Fritz served as a financial steward, helping average families save for retirement and focusing on small companies operating within a global market. He is a Chartered Financial Analyst and a member of the IAAO. Since assuming office last year, Fritz has brought fairness, ethics and transparency to the Cook County Assessor’s Office with a vision focused on operational changes, technological upgrades, and the elimination of favoritism. Highlights of his first six months in office include the public release of all assessment modeling code and data, an external audit by the IAAO, the passage of a Data Modernization Bill in the Illinois Senate, and a new collaborative approach to property valuations to increase predictability and spur investment in Chicago and Cook County.

Rebecca Malmquist, City of Minneapolis (Minnesota) 
Rebecca L. Malmquist, CAE is a member of the IAAO Board of Directors, representing Region 2. Outside of IAAO she is Director of Assessments for the City of Minneapolis, Minnesota. Previously she had served as City Assessor and Appraiser for the City of Minnetonka. She has achieved the IAAO's Certified Assessment Evaluator designation and the Minnesota Senior Accredited Minnesota Assessor (SAMA) Designation. She received a Bachelor of Arts in Urban and Regional Studies from the University of Minnesota - Duluth. She also has served on the Minnesota Association of Assessing Officers as Editorial Board Committee Chair; Equal Eyes, Managing Editor; Region IX Vice President and President; and Membership Coordinator.

Paul Bidanset, IAAO Research Project Manager
Paul Bidanset is the valuation research project manager at the International Association of Assessing Officers where he currently helps governments with the creation and implementation of and staff training for residential and commercial AVMs. Prior to this, he served for five years as the modeler for Norfolk, Virginia’s Office of the Real Estate Assessor. Paul is a doctoral fellow in the valuation and taxation department at the Lincoln Institute of Land Policy, a PhD candidate at Ulster University in Belfast, Northern Ireland, and currently serves as an adjunct professor of economics at Regent University.

Greg McHenry, IAAO President-Elect, Riley County (Kansas)  
Greg McHenry, AAS is IAAO President-Elect for 2020. Outside of IAAO he serves as Appraiser for the Riley County Appraiser's Office in Manhattan, Kansas. Previously he served as Deputy County Appraiser and Business Specialist. He has also served as County Appraiser for the Clay County (Kan.) Appraiser's Office. Mr. McHenry also has served on the Executive Board of the Kansas County Appraisers Association and is a Past President of the Association. He has also served on the Association's Legislative Committee and Personal Property Committee and is a member of the Kansas City Chapter of IAAO. He has achieved the IAAO Assessment Administration Specialist designation and the Kansas Registered Mass Appraiser designation. He received a bachelor's degree in Agricultural Economics from Kansas State University.


Tim Boncoskey, IAAO Past President, San Diego County (California) 
Tim Boncoskey is the immediate Past President of IAAO. Outside of IAAO he became Assistant Assessor/Recorder/Clerk for San Diego County in February 2020. Previously he served as Chief Deputy Assessor for Maricopa County in Phoenix, Arizona. He joined Maricopa County as Chief Deputy in July 2006 after 17 years with the State of Arizona. He previously served as IAAO President in 2019, President-Elect in 2018, and Vice President in 2017. He also served as a member of the IAAO Board from 2013-2015. He received his bachelor's degree in Public Administration in 1983 from the University of Arizona and his master's degree in Public Affairs in 1985 from the LBJ School at the University of Texas and attended the Governor's Center at Duke University Strategic Leadership Program for State Executives in 1999.

Wade Patterson, IAAO Vice President, Garfield County (Oklahoma) Assessor 
L. Wade Patterson is IAAO Vice President for 2020. Outside of IAAO he is a retired County Assessor from Garfield County, Oklahoma. Previously he served on the IAAO Board from 2016-18 and also has been a member of the Governance Committee in 2019, the Budget, and Exhibitors Advisory Council from 2016-18. In addition, he served on the Oklahoma Assessor's Board of Directors from 206-11 and was President in 2009; and on the IAAO Chapter Board of Directors from 2000-05, serving as President from 2004-05, and receiving its George Keyes award in 2013. Mr. Patterson was active in state-level leadership roles in Oklahoma, representing Gov. Mary Fallin's on the Task Force on Comprehensive Tax Reform; was appointed to the State Geographic Information Systems Council by former Gov. Brad Henry.

Brian Gay, Municipal Property Assessment Corporation, Canada
A pathfinder in many sense, Brian Gay is a valuation and customer relations manager with the Municipal Property Assessment Corporation (MPAC) in Ontario, Canada. His 20+ years of built environment experience has been developed through work in Scotland, Trinidad and Tobago, Mexico and Canada.  He is a chartered valuation surveyor (MRICS) with the Royal Institution of Chartered Surveyors, an accredited member (AACI P.App) of the Appraisal Institute of Canada, a certified internal auditor (CIA) with the Institute of Internal Auditors and is currently pursing his CAE designation with the International Association of Assessing Officers. He holds a graduate certificate in project management and certification in alternative dispute resolution.

Sarah Garza Resnick, Cook County (Illinois) Assessor's Office 

Sarah Garza Resnick is the Chief Deputy Assessor for Cook County Assessor Fritz Kaegi. Before her work in the assessor’s office, Sarah served as Cook County Clerk David Orr’s Chief of Staff for three years. Prior to this role, Sarah worked as an Assistant Cook County Public Defender for six years. A former elected Secretary of AFSCME local 3315 for three years, Sarah served as the Executive Director of First Defense Legal Aid before becoming a public defender.Sarah graduated from Cardozo School of Law, where she worked at the Innocence Project. She received her undergraduate degree in Political Science and Economics from Brandeis University and her master’s degree in Political Sociology from the London School of Economics.
